Midnight Club 5 was cancelled due to a “non-trivial conflict” between Rockstar New York and Rockstar San Diego, according to former Rockstar senior designer Kris Roberts (reported by @MikeStrawMedia).

Kris says Rockstar San Diego had even explored London as a prototype city. Rockstar New York’s perspective was that Midnight Club was “not GTA.” and wasn’t important enough to continue it.
