Lloyd's CEO Inga Beale explains the public backstop trap behind catastrophe insurance:

Most people think private insurance carries disaster losses until the bill gets too large.

Beale says the handoff has already happened:

"One of our major competitors seems to be governments."

"Fifty years ago, insurers were paying much more of each catastrophe loss."

"Each decade the government has been taking on more of the risk."

Then the receipt:

"Fifty years ago, insurers were paying 80% of the bill."

"Now, it's about 20%."

"It's completely reversed."

That is the public backstop trap.

When risk gets too hard to model, too concentrated, or too politically painful, the loss does not disappear. It migrates from private capital to taxpayers, public pools, subsidies, or last-resort markets.

That is exactly why property-risk proof matters.

In wildfire insurance, the question is not just whether an owner did mitigation. The question is whether the changed risk is legible enough for capital to price before the public backstop becomes the only buyer left.
