You can modify your car to flat shift by either having a fuel cut or spark ⚡️ cut when shifting gears.

Having a spark cut is faster and can dump fuel into the exhaust to keep the turbo spooled so no power is lost. Shoots nice and fireballs too, while fuel cuts are slower, but less aggressive.
