Or: How a Woman of Apparent Principle Came to Sit at the Very Heart of Government

There are few sights more calculated to warm the progressive heart than the rapid ascent of Louise Haigh.

Young, articulate, northern, and possessed of that particular brand of moral certainty that Labour has long mistaken for statesmanship, she was, until recently, held up as the very model of the modern politician. Transport Secretary at thirty-seven, the youngest woman ever to sit in Cabinet, architect of the great rail renationalisation, scourge of rogue ferry operators, and tireless champion of the working man. One could almost hear the violins.

Alas, the melody has rather soured.

Miss Haigh’s early curriculum vitae is not without its ironies. Privately educated at Sheffield High School for Girls — an institution whose fees would make the average trade-unionist blanch — she later found herself working as a public policy manager at Aviva, that pillar of the insurance establishment.

Between 2009 and 2011 she even served as a Special Constable with the Metropolitan Police, complete with full powers of arrest. One rather suspects the apple did not fall far from a particular tree: the granddaughter and niece of trade-union officials who somehow managed to combine private education, corporate employment, and a brief flirtation with the thin blue line before discovering the more lucrative pastures of parliamentary socialism.

It is the episode of 2013, however, that rewards closer inspection.

While employed by Aviva, Miss Haigh reported that her work-issued BlackBerry had been stolen during a mugging on a night out. A new telephone — an iPhone 5, no less — was duly issued. Some time later the original device was discovered, still in her possession. She neglected to inform either her employer or the police. When the handset was eventually switched on, the signal alerted the authorities. Aviva, which had already investigated more than one instance of missing telephones connected with the same employee, referred the matter to the Crown Prosecution Service.

In November 2014 — a mere six months before her election to the House of Commons — Miss Haigh appeared at Camberwell Green Magistrates’ Court and pleaded guilty to fraud by false representation. The court record is unambiguous: she had “dishonestly made a false representation, namely that [her] work-issued mobile phone had been stolen, intending to cause loss to Aviva…causing them to issue [her] with a new iPhone 5 instead of a replacement BlackBerry.”

The cost to the company, investigation included, was put at £1,249.

She received a conditional discharge. One notes the elegant understatement of the sentence. One notes also that a former Special Constable had chosen to mislead the police for the sake of a superior telephone.

This was not, as the subsequent public relations effort would have it, a “genuine mistake from which I did not make any gain.” The gain was listed on the charge sheet. The dishonesty was admitted under oath. And yet the matter was somehow deemed insufficiently serious to prevent her selection as a parliamentary candidate, her rapid promotion through the shadow ranks under both Mr Corbyn and Sir Keir Starmer, or her eventual elevation to the Cabinet. Starmer’s team, we are told, knew of the conviction. They appointed her anyway. How very modern.

As Transport Secretary she wasted little time in demonstrating the same impatience with inconvenient facts. In October 2024, while still a serving minister, she publicly urged the British people to boycott P&O Ferries — a company whose parent was due to attend a government investment summit the following week.

The Prime Minister was obliged to disown her remarks within hours. One does not lightly accuse a Cabinet minister of freelancing foreign and industrial policy on live television, yet the record speaks for itself.

And now, in the summer of 2026, the wheel has turned full circle. With the arrival of Mr Andy Burnham in Downing Street, Miss Haigh has been restored to the highest counsels of state: First Secretary of State, Chancellor of the Duchy of Lancaster, and Minister for the Cabinet Office.

In plain English, she is the Prime Minister’s principal lieutenant, charged with running the engine room of government. The woman who once lied to the police and her employer in order to obtain a newer telephone now sits at the centre of power, shaping policy for the entire nation.

One is left with a simple, rather uncomfortable observation. In any ordinary walk of life — banking, the law, the police service she once briefly joined — a conviction for fraud by false representation would have closed doors permanently.

In the higher reaches of the Labour Party it appears to function as little more than an interesting biographical footnote, swiftly forgotten once the correct factional winds begin to blow.

The British public, one suspects, may prove less forgetful. They have been asked to trust a government that places a convicted fraudster at its very heart and then invites them to believe that standards have never been higher. It is a curious request. One rather wonders how long the public will continue to oblige.

To be absolutely clear, the looming fertiliser and food price crisis has not happened to us. We have done this to ourselves.

In 2014, I worked with the UK’s shale gas sector and the fertiliser industry. Our warning was very simple: without domestic gas, you lose ammonia; lose ammonia, you lose fertiliser; lose fertiliser, you hit food supply.

Ammonia is also needed to make... explosives - which are quite handy when you need to re-arm.

Westminster, green campaigners and national media journalists scoffed. It was dismissed by anti-fracking campaigners as “scraping the barrel”.

Then reality intervened in 2021–22 with the war in Ukraine.

In June 2022, fertiliser producers went into administration because they could not secure feedstocks at viable prices. By 2023, CF Fertilisers (which acquired Grow How) announced the permanent closure of its UK operations.

And now, in 2026, we are told the problem is Donald Trump and disruption to the Strait of Hormuz.

This is classic obscurantism. Shift the focus to the trigger. Avoid the structural cause: domestic energy policy, climate policy (Net Zero) and deindustrialisation. And continue to deny the potential of shale and the North Sea.

Our media and political elites do this because confronting the actual cause is too uncomfortable.

Conservatives, Labour and the Liberal Democrats all chose, over time, to make this country more dependent. Not always explicitly, not always deliberately, but consistently. Sabotage fracking. Ban it in 2019. Vandalise the North Sea with the EPL. Allow energy-intensive industry, including fertiliser, to be offshored. Accept higher costs and greater reliance on imports as the price of policy.

And if you are Ed Davey, boast to journalists that you are “proud” to have played your part in sabotaging the sector as Energy Secretary.

SW1 can dress it up however they like. They can continue to point to geopolitics, wars, foreign leaders.

But the chain was known in the 2010s. The risks were flagged. The capacity was allowed to wither anyway.

Now the whole country will pay for it.
