Hi, I really sympathize with your problem. I’m in a similar situation—my animation channel with IRL elements, HFAnimation (https://t.co/LrRT2A2xet), went through the exact same thing:
May 16: Demonetized (Harmful Content).
Aug 15: Re-applied -> Denied Aug 16.
Nov 14: Re-applied after a massive purge (left only 25 clean vids) -> Denied Dec 3, the same day as you.
From the start, I believed my content didn't violate any rules, and I never intentionally broke them. However, since I was excluded, I conducted a very strict review of my videos and deleted anything that might have potentially displeased the review algorithm.
Since my re-application was denied in August, I’ve been actively trying to track other animation channels facing this issue. As of today, none of the channels I’ve seen that were excluded from YPP for "Harmful content involving minors" have managed to get approved again upon re-applying—even after deleting a huge portion of their videos and uploading new content. As I see it, the only channels that stayed in YPP were those that managed to win during the initial appeal stage.
It would be valuable to find out if any channels removed from YPP for reasons similar to ours actually managed to get back in. Maybe @TeamYouTube can give us a clearer answer than those "instructions" in YouTube Studio they keep referring to, because those instructions clearly don't work.
It would be great to find other creators who were excluded from the Partner Program for "Harmful content involving minors" to monitor this situation together. Perhaps collectively we can draw @TeamYouTube@YouTubeCreators attention to the fact that we are real creators making original content, and we simply want to continue working on our channels.
