So the Zimbabwean police has issued a a press statement via Twitter saying that this Memo is genuine, but added that it was leaked as it was not meant for public consumption!

My view is that since this has been forced on them, what matters is whether the implementation would be done or not.

It is important that people they trust have told them that rallies shouldn’t be blocked.

My experience is that ZANUPF might allow a few rallies but revert to form creating hurdles for all opposition leaders.
