According to US Secretary of State Rubio, ending the Russia-Ukraine war through diplomatic negotiations is currently not achievable.

He acknowledged that diplomatic efforts are failing because Russia demands full control over the Donbas, while Ukraine rejects these demands.

Rubio also added that there are clear indications Russia intends to use the coming winter to destroy Ukraine's power grid and force the country to capitulate.
