Rules are not automatically applied to new files.
They’re attached only if the file already exists and matches a rule’s glob.
This means:
✅ Editing existing code? Cursor likely applies the right rules
⚠️ Creating a new file? Cursor has zero context unless you manually include it
“Some rules are automatically attached if the user opens a file matching the rule’s glob. This won’t happen when creating a file.”
Takeaway: If you're building new files — instruct Cursor explicitly or pre-create them.
Curious how Cursor AI actually works, I went down a rabbit hole.
Instead of guessing, I intercepted their API calls with a custom proxy.
Turns out Cursor isn't just a pretty ChatGPT wrapper like I thought. The architecture underneath is fascinating.
Here's what I found 👇
The <custom_instructions> block combines:
UI settings
.cursorrules — still active!
all available rule descriptions from .cursor/rules/
Each rule looks like:
rule-name: "Avoid modifying test files directly"
another-rule: "Use our markdown style guide"
The LLM decides what applies — and uses fetch_rules() to pull them in. So your rule descriptions are critical.
“Cursor rules are user-provided instructions… They may or may not be relevant. If they are, use fetch_rules.”
