@guidoacasa Correct, which leads me to an earlier point. The Mayor through TFL (partly) funds LA schemes (eg Camden's West End Project)
He could (if he wanted) attach conditions of funding which could include (what we see as) full access to these schemes.

In a previous role I reached out to @London_Cycling to try and achieve that.
Unfortunately what followed was the most bizarre exchange, finalising in all sorts of accusations from them about me.
