Well what if food poisoning or allergic reaction sent someone to the hospital who has no insurance, etc. Many reasons to identify the people involved in the service, this is just a quick example.
Things happen that shouldn’t, the city is protecting the consumer/receiver of goods. Maybe SA’s are getting near children, and maybe this or that.
