If for example all U.K. billionaires were cash rich & not asset rich & you taxed them at 100% you would glean £670b. This would pay the welfare bill for just over 2 years with no budget increase. It could fund the NHS for just over 3 years with no budget increases.

How many people are actually cash rich as opposed to asset rich? If they aren’t cash rich, how do they pay the tax? Forcing them to sell an asset requires someone with money to buy it. It in effect becomes a punitive tax on assets which will devalue them.
