Thames Water place the account with a debt collector every year, the debt collectors write a few letters then give up.
I found out that Thames Water write off the debt every year so it never accumulates.

I went from bringing home a good wage as a carpenter to existing on the equivalent of half a day's pay per week on benefits.
I was in debt for years and more than once considered selling my tools to get out of trouble.
Grim times.
