For Splined Sprite Anim, the price is based on Length, Complexity, and if the Sprites are Custom; drawn sprites of your OC vs existing sprites from UT/DR, Mario Luigi RPG, Sonic Advance, etc.

TLDR: Price based on the work required. Drawn background to any Anim is free :)
