Jammu, J&K: Jammu and Kashmir Pradesh Congress Committee leaders welcomed Union Education Minister Dharmendra Pradhan’s resignation, calling it a victory for youth and Gen Z students. They said Congress supported the students’ struggle and referenced Rahul Gandhi’s “Chhatron Ki Goonj” campaign. Leaders added that accountability efforts would continue and the Prime Minister should also be held responsible.

An exam held under these conditions cannot be fair.

For years, J&K aspirants received age relaxation up to 37 years under open merit. This provision existed till 2021.

Today, with no clear notification from Raj Bhavan, thousands don’t even know if they are eligible.
Exams cannot be held when eligibility itself is uncertain.

I am writing on behalf of a large number of JKAS aspirants to seek your immediate intervention in view of the extraordinary circumstances surrounding the JKAS Preliminary Examination scheduled for 7 December 2025.

In the last few days, two serious issues have combined to create an unprecedented situation for candidates across Jammu & Kashmir:

1. Severe disruption of air travel and connectivity

Ongoing airline disruptions, cancellations and delays have left many aspirants from Jammu, Srinagar, Ladakh and other regions stranded at airports or unable to secure alternative travel.

With routes choked and last-minute fares becoming unaffordable, a significant number of candidates are simply unable to reach their assigned examination centres despite having valid admit cards and months of preparation.

2. Uncertainty regarding age-relaxation for open-merit candidates

Until 2021, JKAS aspirants under the open-merit category were granted five years of additional age relaxation (upper age 37 instead of 32).

This provision has not been clearly restored or withdrawn through a formal public notification for the current exam cycle, leaving thousands of aspirants, especially those aged 32+ in a state of deep confusion about their eligibility and future prospects.

In the absence of a clear written order from Raj Bhavan, candidates fear that their attempts may later be questioned or that they may lose what has historically been available to previous batches.

These two factors together have pushed aspirants into an unprecedented state of anxiety and distress. Many feel that an examination conducted under such conditions cannot be considered fair, transparent or inclusive, particularly for students from remote districts and older candidates who have waited years for this opportunity.

In this background, we humbly request:

1. Immediate postponement of the JKAS Preliminary Examination scheduled for 7 December 2025, until air travel and connectivity return to normal and all aspirants get a genuine chance to appear.

2. Restoration of the earlier age-relaxation policy (five additional years for open-merit candidates, with corresponding relaxation for reserved categories), at least for this recruitment cycle, in line with past precedent.

3. Issuance of a clear, written notification/press note on age-relaxation before the rescheduled examination date so that there is no ambiguity about eligibility.

We firmly believe that these steps are essential to uphold the principles of fairness, equal opportunity and faith in public institutions.

A short postponement and a clear policy decision will greatly relieve the mental stress of thousands of young people who see JKAS as their only path to serve the people of Jammu & Kashmir.

We remain hopeful that your good offices will kindly take urgent cognisance of this representation and issue appropriate directions to the Jammu & Kashmir Public Service Commission (JKPSC) at the earliest.
