@bihargov why public has to pay for software update or non working of RTO department? Why I have to pay this extra amount for my driving licence card that I have been waiting for so long?

@bihargov My license from 2020 is yet not printed forget sending to the address. Now RTO dpt. says that software is updated and so it won't print my address with special characters. I need to update it online and pay a challan of ₹450. Fault of RTO Patna, public has to pay?
