Yes but still shouldve allowed the students. Getting late to a center isn't criminal, especially so if it is due to mismanagement of city authorities. When students are admitted ~3 hrs before the exam it can be managed. Large exams with paper leaks go without compensating students then what's the challenge here - being late which ultimately is a disadvantage for the student.
You know what's late: courts unable to hear cases, delayed government projects, delayed trains/flights, etc

I don't give any flying fucks but in my experience a majority of animal beaters are serial offenders and psychopaths.

The fear of dogs is as genuine as that of a reckless driver. As genuine as a drunk man creating a ruckus, as genuine as many other things. What's important is pet owners' accountability, training, a consistent sterilisation drive by municipal authorities, and a bit of compassion from the evolved species.

Ragebaiting about animals may not solve it in the long term.

@DocRGM_ वैसे सभी को कहना तो गलत होगा किन्तु ज्यादातर गुजराती जिनके पास थोड़ी बहुत धन है , २०१४ क बाद उन्हें पूरा भारत ही गुजरात नज़र आने लगा है।

Mistaking “being noticed” for confidence is foolishness.

People (often) can’t act normally abroad for a mix of reasons:
1. poor civic sense, manners and lack of enforcement in daily life
2. insecurity/inferiority complexes
3. performative group behavior and attention-seeking

And to be clear — this is not about dancing, celebrating or enjoying yourself abroad. Every community/culture expresses joy differently, and that’s completely fine. The issue begins when that expression disrupts public spaces, inconveniences others, ignores local etiquette, or treats shared spaces with indifference.
