Instead of charging MDR for UPI transactions from Merchant (eventually borne by Customer), I propose:

Charge Annual Fee of ₹50 or ₹100 from every single UPI owner (NPCI & RBI can regulate this). There are around 55 Crore Active UPI users. This will only Grow.

This will take care of the Maintenance of the System. Please don't Over Complicate this 🏆

1. Only direct taxpayers should have the right to vote.

2. The children of MLAs, MPs and IAS/IPS officers must study only in government schools.

3. And their families must receive treatment only in government hospitals.
