In this very moment - period of time - I am leading an internal effort which may conclude with the retrenchment of my organization to up to one third of its capacity. One third. We are one of the largest humanitarian organizations in the UN system and some of my fellow heads of agency are leading similar efforts World Food Programme, IOM, some of whom we work, of course, very closely with. I have spoken about this the other day at ECOSOC, I was invited to speak at an event on displacement that was very useful and that is perhaps the forum to talk about these issues but you must also understand that the retrenchment, the retreat of agencies like UNHCR, like the World Food Program, like UNICEF, from the theaters of crisis will have also impact on matters of peace and security, because we will be much less able to exercise what is, after all, a stabilizing function in those areas, not only in respect of onward population movement, as I have mentioned in my opening remarks, but also of the stability of those regions." Later adds: "We will not be able to do more with less. But as I have said many times, we will do less with less. We are already doing less with less."

A scene earlier this morning at Jdaidat Yabous, the main border crossing with Lebanon. A family returning home – to Idlib – after a painful exile of more than 10 years. UNHCR and SARC were there to provide assistance and guidance. As we do, every day.
Yesterday, we also helped the new interim authorities with clearing the debris at the immigration hall there, after it was looted during the fighting that led to the change in power. A first step towards the rehabilitation of this critical service for those crossing the border, including returnees. Next, we will provide capacity-building and urgently help to re-equip the center.
This will be UNHCR’s approach in this much changed Syria: continued strong presence on the ground; daily interaction with ordinary Syrians of all backgrounds all over the country to provide them with protection and assistance; concrete humanitarian support to the new interim authorities as they assume their huge responsibilities.
For years, millions of Syrians have endured many hardships.
Any hope to end that suffering is dependent on a peaceful transition in Syria and support from the international community, including to meet urgent humanitarian needs in the country.

Tens of thousands of Syrians have been forced from their homes by the recent fighting in Aleppo and beyond. Many have gone to Homs, Hama, Lattakia and Rural Damascus. Others have gone to Ar-Raqqa. They have fled just with what they were able to take with them at haste.
UNHCR and its partners are providing blankets, mattresses and other crucial items.
Thirteen years on, people in Syria are still on the run.
When policies and rhetoric challenge international protection principles, we resort to the strength of collective commitment and action.

Early this morning, an airstrike hit the road between the Lebanese and the Syrian border at Masnaa. Even when fleeing for their lives, Syrians and Lebanese are not allowed to feel safe. This is unacceptable. Fortunately, there were no civilian casualties this time. As the road is destroyed, some are now literally walking into Syria. I spoke to some of them a few minutes ago. They were terrified.
