The president says he will report NBC's Kristen Welker for "rebuke or punishment" after she described his primary endorsements as having "mixed results."

Now Congress is stepping in. A bipartisan push behind the Protect College Sports Act aims to create national rules as concerns grow that the widening gap between college sports' haves and have-nots could eventually force more schools to cut women's and Olympic programs.

Critics see something else: a massive federal overreach into college athletics.
