The plan is that later bloomers would be free agents after five full years. But the proposal includes a provision that teams can keep such a player for a sixth season by offering him the average of the top 125 salaries in MLB. Essentially, if you have a star who came on late, you'll have to pay him, but you can keep him for six years.
