I think I can understand how this would make rich people pay way less if they no longer pay a % of what they make and just pay a 4,000 flat rate. But how does decreasing my taxes “transfer wealth from the poor to the rich”?

Can someone explain to me (genuinely) why this is a bad idea? I pay way more than this in taxes a year and I’m by no means wealthy. I prob just don’t understand the economy I guess
