This is the pull for the outer boroughs, and it's a strong one at that. The other boroughs will have different focuses.

Griffith isn't a 2nd choice either, he's the only MP to be a FTSE100 exec, he knows growth.

If public opinion matters for success, as you said it does, ULEZ is a massive failure in successive boroughs- including multiple where 'blade runners' are still active
