MN unanimously passed a statute creating an "independent" body that reports to the governor after receiving a 3/5ths majority, can't be removed without a 3/5ths majority. It says, in statute, that personnel and policy decisions at any Minnesota school, charter, cooperative, or library are not "fraud, waste, or abuse." The state declared, by law, that fraud at your kid's school is not, by the state's own definition, fraud.
I have a different suggestion, see my illustrated complaint, request my evidence file, give me a dedicated Mac Mini and subpoena power, and I will start on Monday.
