There were numerous legal avenues available to address this, starting with full transparency around PR firms. PR, influence operations, and public advocacy are entirely legitimate in a free society. However, when covert PR campaigns are deliberately designed to engineer street protests and destabilize law and order, it crosses the line from protected speech into criminal conspiracy.
Investigative agencies should have applied strict financial and legal scrutiny to PR agencies that secretly contract actors, socialites, and influencers to fabricate outrage, with an intention to mislead the public, and provoke civil unrest. But I don't think even a single agency has been scrutinized in so many years.
When an average citizen with no criminal intent can be prosecuted for a single tweet under public-order laws, why are PR agencies executing organized, intentional disinformation campaigns allowed to operate with relative impunity?
