Bayo Chairman Cracks Down on Lawlessness, Concludes PHC Assessment Across All Wards
The Executive Chairman of Bayo Local Government, Hon. Usman Habu Balbaya, has successfully concluded a comprehensive Minimum Standards Assessment exercise across all Primary Health Centres (PHCs), Primary Health Care Clinics (PHCCs), and dispensaries in the ten wards of the Local Government Area. The exercise, which covered key facilities including PHC Garin Gado, Limanti, Kuva, Chongom, as well as Fikayel Ward I and II, culminated yesterday in Fikayel Ward.
This critical exercise underscores the Chairman’s unwavering commitment to revitalizing the healthcare system and ensuring that every community within Bayo Local Government has access to quality and standard medical services.
While addressing residents during the final phase of the exercise, Hon. Balbaya delivered a firm and uncompromising message to the youths, strongly condemning the menace of jungle justice and issuing a stern warning against taking the law into their own hands. He made it clear that his administration will not condone any form of lawlessness, stressing that violators will face the full weight of the law without exception.
The sensitization engagement was conducted in the presence of the Hakimin Fikayel, respected market leaders, youth representatives, and members of the Mallams, demonstrating a united front among traditional, religious, and community leadership.
The Chairman called on all stakeholders to take collective responsibility for maintaining peace and order, emphasizing that sustainable development can only thrive in a secure and law-abiding society. He further urged Islamic scholars (Ulamas) to intensify prayers and continue providing moral guidance to strengthen unity and social cohesion.
Hon. Balbaya concluded by reaffirming his administration’s resolve to enforce standards, uphold justice, and deliver people-oriented governance across all wards of Bayo Local Government.

The delegation first paid a congratulatory visit to Hon. Ali Bukar Dalori at his residence following his emergence as the APC Deputy National Chairman (North). Speaking during the visit, Hon. Zara Mohammed expressed profound joy and pride over Dalori’s well-deserved victory, recalling the moment of his emergence in Abuja as a significant milestone for the party.

As the political discourse intensifies regarding the composition of the All Progressives Congress (@OfficialAPCNg ) ticket for the upcoming election, a critical question emerges: should the party retain the incumbent Vice President, Kashim Shettima (@KashimSM), as the running mate to President Bola Ahmed Tinubu(@officialABAT), or should it seek a new configuration? While political pundits often rely on sentiment and regional calculus, a dispassionate analysis using a mathematical model of electoral efficiency suggests that altering the ticket would be a suboptimal strategy.
Let us define the Electoral Viability Index (EVI) as a function of three core variables: Political Capital Synergy (PCS), Regional Equilibrium (RE), and Administrative Continuity (AC). The model posits that the overall strength of a presidential ticket can be expressed as:
EVI = f(PCS, RE, AC) = (PCS \times RE) + AC
Applying this model to the incumbent Tinubu-Shettima ticket versus a hypothetical alternative reveals why the current pairing is mathematically superior.
1. Political Capital Synergy (PCS): The Non-Linear Incumbency Effect
Political capital is not merely additive; it is synergistic. President Tinubu’s political capital, derived from his extensive network in the South-West and his status as the national leader of the party, is at its peak. Vice President Shettima’s political capital is rooted in the North-East and his deep connections within the Northern political establishment.
The synergy coefficient between two candidates can be represented as \text{PCS} = C_1 + C_2 + (C_1 \times C_2 \times t) , where t represents the trust quotient developed over time.
For a new, untested running mate, the synergy coefficient t is effectively zero at the start of the campaign. However, for the Tinubu-Shettima ticket, after nearly four years in office, the trust quotient t approaches 1. The mathematical reality is that the incumbent Vice President’s capital is no longer just his own; it is a product of the administration’s collective success. Replacing Shettima would reset the PCS value to a baseline equivalent to a new primary election, discarding the compounded political interest earned over the current term.
2. Regional Equilibrium (RE): The Zero-Sum Game
Nigeria’s electoral geography is often treated as a zero-sum equation. The current ticket balances the South-West (Tinubu) with the North-East (Shettima). The model for Regional Equilibrium is defined by the inverse variance of regional support:

Where \sigma^2 represents the variance in geopolitical zone support. A successful ticket minimizes variance.
Proponents of a change often argue for replacing Shettima with a candidate from the North-West, the region with the highest voter population. However, this creates a mathematical flaw. If the ticket shifts to a South-West/North-West axis, it leaves the North-East—a critical swing region—without a principal stakeholder in the presidency. Furthermore, it risks alienating the North-Central and South-South zones, which currently view the Tinubu-Shettima administration as a known quantity.

Vice President, Senator Kashim Shettima, Borno State Governor, Professor Babagana Umara Zulum, joined thousands of muslim faithful to observe the Eid prayers at Ramat Square, Maiduguri.
The two units prayer were observed peacefully at the main Eid ground and other prayer grounds across the state under tight security, marking the end of the month-long Ramadan fast.
In a sallah message shortly after the sermon by the Imam Idaini of Borno, Shettiima Mamman Saleh, the Vice President called for unity and peaceful coexistence in the state and the country as a whole.
Senator Shettima assures the Federal Government
Commitment to protecting the lives and properties of the citizenry, stressing that the fight against insurgency would be tackled head-on.
The Imam Idaini admonished worshippers to imbibe the lessons learned during the holy month and encouraged Muslim faithful to give alms to the poor (zakatul fitr) and to fast six days in the month of Shawwal to receive Allah's bounties and rewards.
Borno State Governor, Professor Babagana Umara Zulum, in a sallah message, called on faithful to recharge their spiritual beings towards rebuilding a secure, peaceful, and prosperous Borno.
He saluted the courage, resilience, and commitment of the people to all initiatives aimed at deepening security and peace-building among the various components of society, fragmented by the Boko Haram insurgency over the years.

VP Shettima Leads Federal Delegation to Maiduguri, NEDC Activates Support for Blast Victims
Maiduguri, Borno State — Nigeria’s Vice President, Kashim Shettima, on Tuesday led a high-powered Federal Government delegation to Maiduguri following the recent bomb blasts that rocked parts of the city.
The coordinated attacks, which occurred on Monday night, March 16, 2026, targeted key locations including the Monday Market, the University of Maiduguri Teaching Hospital (UMTH) Gate, and the Post Office Bridge area. The incidents left several people dead, many injured, and triggered widespread panic among residents.
The North East Development Commission (NEDC) joined the Vice President on the condolence and assessment visit, underscoring the Federal Government’s commitment to immediate response and long-term recovery efforts.
Representing the Commission, its Executive Director of Finance and Administration, Dr. Garba Ilya, was part of the delegation and received the Vice President upon arrival at the Maiduguri airport.
During the visit, Vice President Shettima reassured victims and residents of the Federal Government’s readiness to provide urgent humanitarian support, while also implementing sustainable measures to aid recovery and rebuilding.
He highlighted the strategic role of the NEDC in coordinating interventions focused on rehabilitation, reconstruction, and restoring livelihoods in affected communities.
Earlier, the Commission had deployed its Maiduguri-based officials to conduct on-the-spot assessments of the affected areas, as part of efforts to ensure a swift and coordinated response.
The visit also brought together key stakeholders, including officials of the Borno State Government, members of the National Assembly, representatives of the University of Maiduguri Teaching Hospital, and the National Emergency Management Agency (NEMA), reflecting a unified and collaborative response to the tragedy.
The NEDC reaffirmed its commitment to working closely with relevant authorities and partners to restore normalcy, strengthen resilience, and support affected populations across the North East.

UMAHI HONOURED AS INFRASTRUCTURE ICON: BACKED BY VERIFIED RESULTS AND NATIONAL IMPACT
The Minister of Works, Senator Engr. David Umahi, CON, on Wednesday received the 2025 Personality of the Year Award (Infrastructure Transformation Champion) from Al Jazeera Nigeria Newspaper.
A recognition which the organisers say followed months of independent scrutiny, investigations, and verification of projects under the Ministry of Works.
Accepting the award with his full team, including the Permanent Secretary and Directors of the Ministry, Umahi said.
“I am here with my team, including the Permanent Secretary of the Federal Ministry of Works and all the Directors. I am deeply touched by this award,”
According to him, what struck him most was not the accolade itself, but the process behind it.
“What makes this recognition particularly important to me is the process behind it. I understand that you undertook a thorough review of the Ministry’s operations. What stands out is that this was done independently, without my knowledge, and I have only just become aware of it. That, to me, is very moving.”
In a country where public trust is often tested, the Minister seized the moment to make a bold claim, that every project under his watch can withstand scrutiny.
“I want to assure you that what drives us in the Ministry is the fear of God. On every project, the Permanent Secretary, the relevant Directors, and the contractors are all involved, and everything is done transparently. If questioned on any detail, including the cost components of a project, we can clearly account for it. There is nothing we do that we cannot defend.”
That confidence, he revealed, is not mere words. The Minister explained that the Ministry formally invited anti-corruption agencies to scrutinise its work, not just on paper, but on the ground.
“Let me tell you something, we wrote to ICPC to go around and investigate all our projects, not on papers, but to go around and investigate the physical accomplishments of what the President is doing. We also wrote to EFCC. Now, ICPC has concluded their own, and we have given them a space here to check our procurement process. They have started their work.”
At the heart of Umahi’s reforms is a strategic shift, the transition from asphalt to concrete roads. A decision he described as a battle but succesful.
“The transition from asphalt to predominantly concrete roads was not without challenges. It was a battle we fought, but we are not afraid of challenges, especially when we are guided by God and committed to serving the people above all else.”
He argued that the long-term benefits far outweigh the initial resistance.
“Most of the roads we are now constructing are concrete, designed to last up to a hundred years with minimal or no maintenance. This is a long-term investment in the country’s future.”
Beyond engineering, the Minister painted a human picture of infrastructure, describing roads not just as projects, but as lifelines.
“We understand the impact of poor road infrastructure. When a road is cut off, it effectively traps people and limits movement, almost like a form of confinement. This is what the President is determined to change, and significant progress has been made.”
“We are not seeking attention or accolades; our focus is on delivering results that improve the lives of Nigerians.”
He also delivered a message to the media, calling for responsibility in an age of rapid information.
“I also encourage those in the media and public space to be responsible. Verify your facts before amplifying any information. Freedom of expression is important, but we are all accountable for what we say and do. Ultimately, what one sows is what one reaps.”
Earlier, in his opening remarks, the Chief Executive Officer of Al Jazeera Nigeria Newspaper, Bassey Williams, described Umahi as a standout figure in public service after what he called a rigorous and independent selection process.

Borno State Governor, Professor Babagana Umara Zulum, has approved the employment and absorption of 985 health professionals and 52 supportive staff to Primary Healthcare Centres (PHCs) across the state.
The Governor also approved the engagement of 341 health professionals through the Basic Health Care Provision Fund to support frontline workers in different facilities in the state.
According to the Executive Secretary of the Borno State Primary Health Care Development Board, Professor Mohammed Arab Alhaji, the giant strides are aimed at bolstering improved healthcare services at the grassroots level.
“These giant strides recorded are in line with the Universal Health Coverage and in accordance with Pillar 3 of the 10-year Strategic Transformative Plan of the State by providing accessible, affordable, and quality healthcare services to the citizenry,” Prof. Arab stated.
Providing a breakdown of Governor Zulum’s recent approval, the Executive Secretary said 859 health professionals of mixed cadre have been employed from the Multi-Sectoral Crisis Recovery Project (MCRP) to PHC Centres across the State.
Accordingly, he said, Governor Babagana Umara Zulum has directed the absorption of 111 health professionals and 52 supportive staff to five PHC Centres in Goni Damgari, Wulari, Shuwari, Miringa and Fikayel, in addition to 15 health professionals, two facilities in the Mobbar local government.
“The Governor has approved the absorption of 859 health professionals of mixed cadre from the Multi-Sectoral Crisis Recovery Project (MCRP) to PHC Centres across the State, 111 health professionals and 52 supportive staff to five centres, namely Goni Damgari, Wulari, Shuwari, Miringa, and Fikayel, and 15 health professionals to two PHCs in Mobbar LGA,” Arab added.
Other interventions include the engagement of 341 health professionals through the Basic Health Care Provision Fund and IMPACT Immunisation, respectively, to support the health workforce in the PHC Centres across the state, and the approval of the implementation of the minimum wage alongside enhanced allowances for the workers at different facilities across the state to motivate the health workforce.
Additionally, 123 PHC Centres were renovated/revitalised and upgraded, with the provision of solar-powered boreholes, essential drugs, and medical consumables through various interventions by the State Government, IMPACT Immunisation, the National Primary Care Agency, and the Global Fund.
