Just because their isnt a set turn order and its set by an in game stat like speed, etc, or however the devs have it influence, its still turn based. You have a bar thay fills up to allow you to take a turn, and time pressure on you from enemies to pick fast

turn based games like ff8, mario and luigi, and modern persona all base their design around turns in combat, and then add flair and twists to make it more interesting, but they are 100% turn based.
