It's pure propaganda. We're taught that we're not patriotic if we don't say it. I didn't realize I wasn't required to until highschool (14+), and I still had people give me weird looks or urge me to stand when they said it over the school intercom for morning announcements.

Children around 4-6 are taught it. I vaugly remember other kids being scolded for not standing. Even though it's our right not to.
