Today in Dar es Salaam, together with H.E. Dr. Samia Suluhu Hassan, I witnessed the signing of an MoU between Uganda National Oil Company (UNOC), the Tanzania Petroleum Development Corporation (TPDC) and Vitol Bahrain E.C. to develop the Tanga Regional Energy Hub.

Fellow Ugandans, health is more important than wealth. I am encouraged that in the last five days, we have not registered any new Ebola infections and are instead recording recoveries. This shows that the measures we have put in place are working. However, we must remain vigilant. Avoid handshakes, maintain good hygiene, and follow the guidance of our health authorities. We defeated Ebola before, and with discipline and cooperation, we shall defeat it again.

Speaking on @933kfm#VPN this morning,PSST Dr. @rggoobi said @GovUganda has prioritised wealth creation and the budget for FY 2026/27 which will be presented on 11th June, 2026 is basically about investment in ATMS & Enablers.
"We have put the lions share of our resources in ATMS and Enablers," said the PSST adding that 85% of the discretionary budget is targeting ATMS and Enablers.
He said young Ugandans should be encouraged to take advantage of the available job opportunities in the country,adding that many investors from United Arab Emirates and other countries where youth are looking for jobs are coming to Uganda to invest in wealth creation.
Ggoobi said Uganda is preparing for the first oil but also focused on diversification of the economy so that the country does not become an oil dependent economy.
"As Government,we are shifting from spending to enforcing results and discipline," said Dr. Ggoobi adding that all Accounting Officers will effective next financial year sign on a Budget Discpline and Accountability Charter as a new commitment to budget discipline.
He said @GovUganda is also working on procurement reforms to eliminate middlemen and reduce the time it takes to procure goods and services.

Amb @kajik5566 gave a fantastic speech and mine was to explain why Uganda is a must visit before one dies. The high commission pushed me hard to come and now see why it was important.
Most of the audiences don’t realize I have been giving these talks for many years because they get so surprised, I have facts and figures on my head.

POST-ELECTION ECONOMIC & FISCAL UPDATE:
The Public Finance Management Act (PFMA) Cap 171, requires the Finance Minister to publish a post-election economic and fiscal update not later than four months after the polling day for a general election.
According the published report, the macroeconomic environment remained stable during the general elections and the post-election period.
Most macroeconomic parameters remain as estimated before the polling date as captured in the Pre-Election and Fiscal Update.
The domestic economy remains resilient despite a challenging global economic environment characterized by subdued global growth, geopolitical tensions, and volatile commodity markets.
Economic growth in FY 2025/26 is projected at 6.6 percent as indicated by the high frequency indicators of economic activity that show continued strengthening of domestic activity in the third quarter of this financial year.
Additionally, inflation remained low and stable, while the external position with the rest of the world improved, supported by increased export receipts and sustained foreign exchange inflows from tourism, foreign direct investments (FDI) and remittances.
These developments are indicative of continued progress in implementation of the Fourth National Development Plan (NDP IV), which focuses on increasing household incomes and improving the quality of life of Ugandans. In addition, they are consistent with the Government’s Ten-Fold Growth Strategy aimed at expanding the size of the economy to USD 500 billion by 2040, through strategic investments in productive sectors, infrastructure development, and human capital enhancement.
According to PSST @rggoobi who is also the Acting Finance Minister, the successful conclusion of the general elections gives the country an opportunity to continue strengthening the efficiency and effectiveness of fiscal policy to increase productivity and speed up the process of socioeconomic transformation in line with government’s aspirations.
Dr. Ggoobi said that major emphasis will be put on investments in Agro-industrialization, Tourism, Mineral-based development (including oil & gas), and Science, Technology & Innovation (ATMS) as well as continued rollout of the Parish Development Model (PDM)
"As we continue to set the economy on a Tenfold Growth Trajectory, we are mindful of fiscal and debt sustainability. Therefore, Government will focus on improving domestic revenue mobilization and efficiency of public expenditure to achieve self-sustaining and inclusive growth," said the PSST.

The Ministry of Energy and Mineral Development has reassured the country that Uganda’s petroleum products supply remains stable and secure despite ongoing global disruptions affecting international oil markets.
Speaking at a press briefing held at the Uganda Media Centre, the Permanent Secretary of the Ministry of Energy and Mineral Development, Eng.@irenebateebe ,reported that recent instability in the Middle East particularly disruptions linked to the Strait of Hormuz has significantly affected global oil supply chains and increased international fuel prices, freight, and insurance costs.
She noted that East African countries, including Uganda, have been impacted due to their reliance on petroleum imports from the Arabian Gulf region. However, she emphasised that Uganda continues to maintain adequate fuel stock levels.
Eng. Bateebe stated that the Uganda National Oil Company, working closely with its international partners including Vitol, has successfully diversified supply sources to include West Africa, Europe, India, and the Americas, ensuring uninterrupted fuel availability in the country.
She acknowledged recent increases in retail pump prices, explaining that these are largely driven by global supply constraints, increased importation costs, exchange rate fluctuations, and regional demand pressures.
She further observed that cross-border fuel demand driven by Uganda’s comparatively lower prices temporarily strained fuel availability in border areas, but supply stability has since been restored.
According to the Permanent Secretary, Uganda’s fuel market remains liberalised, with prices determined by Oil Marketing Companies, while Government continues to monitor the sector to prevent smuggling, ensure fair pricing, and protect consumers from exploitative practices.
She urged the public to remain calm, avoid panic buying, and disregard misinformation on social media, noting that Uganda continues to receive regular fuel deliveries through both the Kenya and Tanzania supply routes.
On long-term energy security, Eng. Bateebe highlighted ongoing Government interventions to strengthen petroleum infrastructure and storage capacity.
She said the Jinja Storage Terminal is being upgraded from 30 million litres to 40 million litres, while the Mahathi Infra Terminal on Lake Victoria, with a capacity of 70 million litres, continues to enhance regional supply efficiency and logistics.
She also revealed progress on the Kampala Storage Terminal in Mpigi District, which will form part of the national refined products distribution system linked to the Hoima refinery pipeline network, with a projected capacity of 320 million litres.
Regarding downstream investments, she confirmed continued progress on the Uganda Refinery Project in Kabaale, Hoima District, a 60,000 barrels-per-day facility valued at approximately US$4 billion.
The project includes a refinery complex, a 211-kilometre multi-products pipeline, and associated storage infrastructure, and is expected to significantly reduce Uganda’s dependence on imported refined products.
Eng. Bateebe added that the refinery will support industrial growth, petrochemical production, fertiliser manufacturing, LPG development, and job creation, while strengthening Uganda’s energy independence and regional trade capacity.
She further announced that Government is advancing upstream petroleum exploration, including preparations for the Third Petroleum Exploration Licensing Round scheduled for the 2026/2027 financial year, alongside new seismic surveys in Kasurubani aimed at identifying additional petroleum prospects.
On policy developments, she reported that Government has finalised the National Petroleum Policy 2025, which replaces the 2008 framework and aligns the sector with emerging trends in commercialisation, regional integration, sustainability, and the global energy transition.
She also confirmed completion of the Petroleum Supply (Liquefied Petroleum Gas Operations) Regulations, 2026, which will soon be gazetted to strengthen safety, regulation, and quality assurance across the LPG supply chain.
Eng. Bateebe concluded by reaffirming Government’s commitment to ensuring long-term energy security, stable fuel supply, and maximisation of national benefits from Uganda’s petroleum resources, noting that strategic investments in infrastructure, refining, storage, and exploration are positioning the country for sustained energy resilience.
