[The OPEC Fund for International Development @TheOPECFund]

Vulnerability to Viability.

A new Compact launched today at the OPEC Fund Development Forum aims to help the world’s most climate-vulnerable countries access more affordable finance with longer repayment rates.

The Vulnerability to Viability (V2V) Compact, a joint initiative of the OPEC Fund and the Government of Barbados, Chair of the Climate Vulnerable Forum @TheCVF and its V20 Finance Ministers @V20Group (CVF-V20), seeks to increase the flow and affordability of development finance for economies that have contributed the least to global emissions but suffer disproportionately from their impacts.

Bringing together 74 climate-vulnerable economies and over 15 partner development finance institutions, including members of the @arabcoordgroup, @AfDB_Group, @ADB_HQ, @Caribank, @AgendaCAF, @the_IDB, @IFAD and the @WorldBankGroup, the V2V Compact provides a platform for aligning finance, expertise and country-led priorities.

Prime Minister of Barbados, HE Mia Amor Mottley @miaamormottley, said: "Our countries are building water systems, schools, and medical infrastructure that will serve our people for generations, yet we are asked to finance them with debt that will become due within a decade. The V2V Compact confronts that injustice head-on. It rests on a simple principle: Countries lead, and finance institutions align.”

Our President Dr. Abdulhamid Alkhalifa said: “The V2V Compact reflects what the OPEC Fund was created for: solidarity, partnership and practical action. Over the past five decades, our institution has provided US$17 billion in support to countries of the V20 Group and we are committed to building on this partnership."

The Arab Coordination Group (ACG) convened its 21st Heads of Institutions Meeting in Vienna, Austria, bringing together leaders of member institutions to strengthen cooperation, reinforce strategic partnerships, and advance their shared commitment to sustainable development.

وفي عام 2025، قدّمت مؤسسات مجموعة التنسيق العربية تمويلات بقيمة 25.7 مليار دولار أمريكي لدعم 735 عملية تنموية في أكثر من 97 دولة. وعلى مدى 5 عقود الماضية، تجاوز إجمالي التمويلات التنموية التي قدمتها المجموعة 331.5 مليار دولار أمريكي، شملت أكثر من 13,000 مشروع في أكثر من 160 دولة.
