Statement of the Hon’ble Chief Adviser for the Opening Session of the High-Level Conference on the Situation of the Rohingya Muslims and Other Minorities in Myanmar

Madam President, Excellencies,
Eight years since the genocide began, the plight of the Rohingya continues. Initiatives to end the crisis are lacking. International funding facesalarming shortfalls.

The Rohingya crisis originated in Myanmar. Its solution lies there. The international community must put effective pressure on Myanmar and the Arakan Army to immediately stop persecution of the Rohingya, and start working for their expeditious repatriation to Rakhine. It is the only solution of the crisis. It should not be held hostage to broader reforms in Myanmar.

As funding declines, the only peaceful option is to begin their repatriation. This will entail far fewer resources than continuing theirinternational protection.

The Rohingya have consistently pronounced their desire to go back home. As an immediate step, those who recently crossed into Bangladesh escaping conflict must be allowed to repatriate.

Bangladesh is a victim of the crisis. We are forced to bear huge financial, social and environmental costs. Criminal activities, including narco-flows into Bangladesh through Rakhine, threaten our social fabric.

Given our developmental challenges includingunemployment and poverty, we do not afford to allow employment of Rohingyas insideBangladesh.
Towards a sustainable resolution of the crisis, I propose the following actions by the international community:

First, devise a practical roadmap for safe and dignified repatriation of the Rohingya with reasonable stabilization of Rakhine;

Second, exert effective pressure on Myanmar and the Arakan Army to end violence against the Rohingya and start their sustainable repatriation, beginning with those who recently arrived in Bangladesh, and those who are internally displaced;

Third, mobilize international support to stabilize Rakhine and place international civilian presence to monitor stabilization;

Fourth, support confidence building measuresfor sustainable integration of the Rohingya in Rakhine society and governance;

Fifth, mobilize donors’ contribution to fully fund the Joint Response Plan;
Sixth, pursue accountability and restorative justice; and

Seventh, dismantle the narco-economy, and combat transboundary crimes.
The world cannot keep the Rohingya waitingany longer from returning home. Today, let us pledge to act together to resolve the crisis once and for all. Bangladesh stands ready to extend its full cooperation to this end.

"We must work together to resolve the crisis affecting the Rohingya and other minorities in Myanmar.
We must find a sustainable political solution that will shape a peaceful and inclusive future for all of Myanmar.
As we work for that future, I urge you to demand immediate action in three crucial areas:
First, all parties must respect international humanitarian law and human rights law. The protection of civilians must be an immediate priority.

Self-Determination and Rohingya Identity
• Uphold the Rohingya’s right to self-determination, including autonomous governance and community-led security in Northern Rakhine State.
• Support a two-state solution or autonomous model—such as the United States of Arakan—to guarantee peaceful coexistence and equitable power-sharing between Rohingya and Rakhine, should the Rakhine reject Rohingya inclusion in Myanmar’s federal democracy.
• Reject false narratives denying Rohingya identity or labeling them as “illegal Bengalis” or “Islamist extremists/jihadis."

ပြီးတော့ ကုလသမဂ္ဂ၊ အမေရိကန်ကွန်ဂရက်လွှတ်တော်၊ အမေရိကန်အစိုးရ၊ အပြည်ပြည်ဆိုင်ရာ တရားရုံးတွေ၊ ဘင်္ဂလားဒေ့ရှ်၊ ယူကေ၊ ဥရောပသမဂ္ဂ၊ ICC တရားရုံးနဲ့ အာဆီယံတို့မှာ ကမ္ဘာလုံးဆိုင်ရာ ဦးဆောင်စည်းရုံးလှုံ့ဆော်ရေးလုပ်ငန်းတွေကို အားဖြည့်ပေးမယ့် ဥပဒေနဲ့အညီ ဆုံးဖြတ်ချက်ချမှတ်ဖို့ ဖြစ်တယ်လို့လည်း ထုတ်ပြန်ချက်မှာ ဖော်ပြပါတယ်။

AiPAH ၏ ဥက္ကဋ္ဌနဲ့ အ��ှုဆောင်အရာရှိချုပ် ဦးရွှေမောင်က “ရိုဟင်ဂျာခုံရုံး တည်ထောင်တာဟာ တာဝန်ခံမှုဆီသို့ သမိုင်းဝင်ခြေလှမ်းသစ်တရပ်ကို စတင်လိုက်တာဖြစ်တယ်။ ဒီခုံရုံးဟာ ရှင်သန်ကျန်ရစ်သူတွေရဲ့ အသံတွေကို မြှင့်တင်ပေးကာ အမှန်တရားကို မှတ်တမ်းတင်ပြီး ULA/AA ခေါင်းဆောင်တွေ၊ ပြစ်မှုကျူးလွန်သူတွေနဲ့ သူတို့ရဲ့ ပူးပေါင်းကူညီသူကြံရာပါတွေကိုပါ ကမ္ဘာ့မျက်မှောက်တွင် တာဝန်ခံစေမှာ ဖြစ်တယ်။ ဒီခုံရုံးဟာ အပြည်ပြည်ဆိုင်ရာတရားရုံးတွေကို အစားထိုးဖို့ မဟုတ်ပေမဲ့ ကမ္ဘာလုံးဆိုင်ရာ တရားမျှတမှုရှာဖွေရေးလုပ်ငန်းစဉ်ကို အားဖြည့်ပေးမှာဖြစ်တယ်”လို့ ထုတ်ပြန်ချက်မှာ ပြောထားပါတယ်။

ပထမဆုံးအဆင့်အနေနဲ့ AiPAH ဟာ ခုံရုံးရဲ့ ပဋိညာဉ်စာတမ်း၊ လုပ်ထုံးလုပ်နည်းစည်းမျဉ်းတွေနဲ့ အဖွဲ့အစည်းဆိုင်ရာမူဘောင်တို့ကို ပြဋ္ဌာန်းဖို့လမ်းညွှန်မယ့် ထင်ရှားကျော်ကြားသူတွေပါတဲ့ ဦးဆောင်ကော်မတီကို ���ွဲ့စည်းသွားမယ်လို့ ဆိုပါတယ်။

ဦးဆောင်ကော်မတီဖွဲ့စည်းပုံနဲ့ ခုံရုံးရဲ့ နောက်ထပ်လုပ်ငန်းအဆင့်ဆင့်ဆိုင်ရာ အသေးစိတ် အချက်အလက်တွေကိုလည်း ကြေညာ��ွားမယ်လို့ ထုတ်ပြန်ပါတယ်။

ရိုဟင်ဂျာ လူမျိုးတုံးသတ်ဖြတ်မှုနဲ့ ပတ်သက်ပြီး မြန်မာနိုင်ငံကို အပြည်ပြည်ဆိုင်ရာ တရားရုံး ( ICJ) မှာ ဂမ်ဘီယာနိုင်ငံက တရားစွဲထားသလို မြန်မာစစ်ခေါင်းဆောင် ဗိုလ်ချုပ်မှူးကြီး မင်းအောင်လှိုင်နဲ့ ပေါင်းပါတွေကိုလည်း ဖမ်းဝရမ်းထုတ်ပေးဖို့ အပြည်ပြည်ဆိုင်ရာ ရာဇဝတ်မှု တရားရုံး ( ICC) မှာ လျှောက်ထားတာ ရှိပါတယ်။

ဒါ့အပြင် အာဂျင်တီးနားတရားရုံးကလည်း အာဏ���သိမ်း စစ်ခေါင်းဆောင် ဗိုလ်ချုပ်မှူးကြီး မင်းအာင်လှိုင်နဲ့ ဒုတိယတပ်မတော်ကာကွယ်ရေး ဦးစီးချုပ် ဒုဗိုလ်ချုပ်မှူးကြီးစိုးဝင်း၊ နိုင်ငံတော်အတိုင်ပင်ခံပုဂ္ဂိုလ် ဒေါ်အောင်ဆန်းစုကြည်နဲ့ သမ္မတဟောင်း ဦးထင်ကျော် တို့အပါအဝင် စုစုပေါင်း ၂၅ ယောက်ကို ဖမ်းဝရမ်းထုတ်ထားပါတယ်။

ရခိုင်ပြည်နယ်မှာ လူ့အခွင့်အရေးချိုးဖောက်မှုတွေနဲ့ ခွဲခြားနှိမ့်ချဆက်ဆံမှုတွေကြောင့် ရိုဟင်ဂျာတွေဟာ လွန်ခဲ့တဲ့ ဆယ်စုနှစ်များစွာ စစ်အစိုးရတွေ လက်ထက်ကတည်းက ဘင်္ဂလားဒေ့ရှ်နယ်စပ်က ဒုက္ခသည်စခန်းတွေမှာ သွားရောက် ခိုလှုံနေကြတာ ဖြစ်ပါတယ်။

၂၀၁၇ ခုနှစ် ဩဂ��တ်လမှာတော့ အာဆာ အကြမ်းဖက်အဖွဲ့ရဲ့ နယ်ခြားစောင့် ရဲစခန်းတွေကို အလစ်အငိုက် တိုက်ခိုက်မှုအပြီး စစ်တပ်က နယ်မြေရှင်းလင်းစစ်ဆင်ရေးလုပ်ခဲ့တာမှာ ရိုဟင်ဂျာတွေ အလုံးအရင်းနဲ့ ထပ်မံထွက်ပြေးသွားခဲ့တာ ဖြစ်ပါတယ်။
