Today at State House Entebbe, I presided over the swearing-in of Hon. Justice Moses Kawumi Kazibwe as Deputy Chief Justice.
I congratulate Justice Kawumi and commend the Judiciary, under the leadership of Chief Justice Flavian Zeija, for the progress being made in fighting corruption, promoting Alternative Dispute Resolution, and embracing digitisation. These reforms are important in ensuring that justice is delivered efficiently, fairly, and without unnecessary delays.
When we came into government, corruption and excessive emphasis on technicalities were major weaknesses in the judicial system. I am therefore pleased to see continued efforts to strengthen substance, integrity, and accountability in the administration of justice.
I wish Justice Kawumi success as he undertakes this important responsibility.

The General Public is urged to ignore the letter circulating online (and probably in other forms and forums) purporting that H.E @KagutaMuseveni has directed the UPDF Engineering Brigade to construct a house for Justice Emmanuel Baguma. It's a forgery intended to paint a false and ridiculous narrative. Kindly, disregard it with contempt and report anyone actively spreading the fake information to security agencies nearest to you! Today at State House Entebbe, I witnessed the swearing-in of the newly appointed members of Cabinet. I congratulate them upon taking the oath of office and wish them success as they undertake the responsibility of serving our people and advancing Uganda’s transformation.
The Government of Uganda notes with concern inaccurate reports on Ebola. Current facts show only 8 confirmed cases with all contacts identified, listed and under active follow-up. I urge all media and citizens to rely only on official @MinofHealthUG updates. @UgandaMediaCent
I shall say one more thing today. The entire budget for roads in Kampala will be under my control (CDF). I will determine who builds and repairs roads.
RE: SPEAKERSHIP RACE
I wish to draw the attention of the public to the matters regarding the Speakership race.
After wide consultations and deep introspection, and to maintain harmony and clarity in my beloved party, the @NRMOnline, I wish to categorically and unequivocally state that I will not be offering myself for the Speakership race of the 12th Parliament.
I am greatly indebted to H.E @KagutaMuseveni, my party, the @NRMOnline, and members of the 11th Parliament for giving me the opportunity to serve as Deputy Speaker and Speaker.
I am equally indebted to my family and friends for the solidarity and support they have extended to me over the last five years.
I pledge my total support to the candidates who will be endorsed by the President and the Party, and Implore all colleague MPs of the 12th Parliament to do the same.
I shall remain available to the service of my country as the party and the President may assign me.
In the meantime, I pledge to continue cooperating with all ongoing investigations as initiated by the relevant organs of the state to get to the root of all the allegations raised.

Of recent, I have noticed a lot of orwaari (noise, kelele), regarding the Sovereignty Bill. Which Sovereignty Bill is the rwaari about? The one I initiated in the Cabinet or another one? The Bill will stop FDIs (Foreign Direct Investments), support for religious bodies from abroad, Remittances from Ugandans working abroad, etc., etc. Really!! That is not the Bill I initiated.
Below is clarification on what I initiated.
I always call Muhoozi, Muogi. It is because our neighbour in Upanga, Dar-es-Salaam, was Mzee Tito Okello (Gen). Being a traditional Acholi, he had a problem with pronouncing the “z” in Muhoozi’s name. Hence, the Muogi and Maama Janet also became Maama Muogi.
Tito’s wife was safely Maama Jennifer because we had no problem pronouncing Jennifer, the sister of Okello Oryem. Unfortunately, Jennifer died some years ago.
