It does seem IDAC was used as a tool to target certain individuals and protect the corrupt (their allies). They were also colluding with SAPS Crime Intelligence and the NPA to target people. Get them charged and prosecuted based on flimsy charges.

We also know about General Mfazi's investigation of the biggest cartel in SAPS history that looted R50 billion from SAPS over the past 20 years. What else was General Mfazi investigating.
The Protected Disclosure by Pilasande Dotyeni gives us more information. Former SAPS Crime Intelligence analyst Philasande Dotyeni made a Protected Disclosure to the Parliamentary ad hoc committee. This Protected Disclosure revealed that General Mfazi was also investigating the then Police Minister Bheki Cele for his involvement with drug cartels.
This investigation was into the drug syndicates involvement of Minister Cele & other high ranking police officials.
This is the same protected disclosure that Parliament tried to suppress. The BM Foundation had to force the ad hoc committee to place the protected disclosure on the record.
The Parliamentary ad hoc had promised Philasande an opportunity to testify in camera but broke it's promise until the BM Foundation intervened in the matter, so the ad hoc committee referred this matter to the Parliamentary Portfolio Committee on Policing.
This is the same protected disclosure that the ad hoc committee Acting Chairperson attacked me on my page when I leaked it & he further tried to ridicule me on my page.
This protected disclosure further revealed that Bheki Cele was in the Office of the President with Cyril Ramaphosa when they first received the information that Lt General Mfazi was dead, that's when the illegal raid of Lt General Mfazi's home was done, a few hours after Lt General Mfazi was murdered. - Baas Kruger
