بحكم إقامتي ونشأتي في دولة عربية، وانتقالي للدراسة والعمل في دولة أوروبية، وجدت حقيقة راسخة، وهي أن غياب القانون في أي دولة، أو التراخي في تطبيقه، يؤدي إلى انتشار الفوضى في المجتمع، مهما كانت ديانته أو ثقافته أو تركيبته السكانية.

لذلك، تجد دولاً فقيرة يسود فيها القانون ويُطبَّق بصورة سليمة وعادلة، فينعم مجتمعها بالاستقرار والأمان. وفي المقابل، هناك دول غنية انهارت فيها منظومة القيم الأخلاقية وتفشّت فيها الجريمة والفساد، نتيجة الحروب أو الاحتلالات أو الصراعات الداخلية، وما رافقها من ضعف القانون وتراجع سلطة الدولة.
