Just imagine the posts every time a keeper waits 10 secs, 9.3 secs, etc etc

The only way this works is consistency.

This only works if refs consistently apply it.

Football could learn from basketball here.

There the refs make a counting gesture with their arms for certain (crazy basketball) rules. Then everyone knows they’re counting and can see why they’ve blown the whistle.
