Arsenal don't have "international ballots" per se.

There is a VERY small pool of tickets shared almost all *official* overseas supporters clubs. We can make requests for tickets from this pool on behalf of our members. There are never remotely enough to go around. *Some* supporters clubs have started their own ballot systems to fairly award the few tickets they get. But every club is different. Search for your nearest official supporters club on Google, social media, or the Arsenal website. Contacting them is a good place to start.

If you don't have a supporters club or they turn you down, then the other options are ballot (and ticket exchange if you're unsuccessful), hospitality, or an authorized overseas agent like champions travel. Hospitality and overseas agents are very expensive (but they do get you club level and an "enhanced experience"), so if cost is a factor then try the supporters club and ballot avenues first.

Finally, do NOT use unauthorized third-party ticket sites or social media pages to get tickets. It is illegal in the UK to transfer ownership of football tickets, even at have value or for free, without the authorization of the issuing club. These unauthorized sites and social media accounts are loaded with fake scam tickets, and even if the tickets are real, there's a good chance Arsenal will deactivate the QR codes before the match. Don't support touts - get tickets from a legal and authorized source.
