I'm not a mutooro but this is my thought about what the will says and what the law and Tooro customs may ultimately allow "I stand to be corrected".

1. What King Oyo's will legally says
Article 10.1 states that if he is survived by a lawfully recognized biological son, that son sh'd inherit the throne of Tooro. The will therefore gives first priority to a son who is both:
- Biological; and
- Lawfully recognized.

Article 10.2 then provides alternatives:
-- If there is no son;
-- If the son dies;
-- If the son is permanently incapacitated;
If the son is otherwise unable to assume the throne;
then succession sh'd pass first to Prince Komwiswa Yoweri and thereafter to Prince Nyaika

2. Can a will alone decide who becomes Omukama?
I think not necessarily.
The Constitution & the Institution of Traditional or Cultural Leaders Act require that a traditional leader derive authority from birth or descent in accordance with customs and traditions. The law repeatedly places customs and traditions at the center of succession.

Therefore, "with respect to the kate" even if a king writes a will, the will cannot automatically override:
1. The Constitution;
2. The Institution of Traditional or
3. Cultural Leaders Act;
Established customs and traditions of Tooro Kingdom.

3. What if the alleged son was not publicly known or acknowledged?
This is one of the key issues currently being debated.
A court, kingdom authority, or clan leadership would likely ask:
Is the child biologically the king's son?
a) Was he lawfully recognized?
b) Can this recognition be proven?
c) Does he satisfy Tooro customary requirements?

If these questions are unresolved, controversy naturally arises as its seen now.
Merely mentioning a child in a will does not automatically prove legal or customary eligibility for the throne.

4. Does the law require the mother's clan to be known?
That question belongs more to Tooro customary law and royal traditions than to the national statute.
If Tooro customs contain such requirements, those customs would need to be examined and proved by the kingdom's recognized custodians of tradition.

5. Some argument about Prince Komwiswa and Prince Nyaika, a customary argument has been raised
The law instead refers back to customs, traditions, usage and descent.

Therefore:
If Tooro custom truly requires a candidate's father to be deceased, that custom would need to be demonstrated and applied consistently as the king wished.
If no such binding custom exists, then having a living father would not automatically disqualify a candidate under national law.

6. The question w'd be why would King Oyo name those princes if he also referred to Tooro customs?
does not by itself prove that the kingdom must follow his preference if the relevant customary institutions reach a different conclusion.

In my view mature legal analysis would be:
King Oyo's will expresses his personal intention that a lawfully recognized biological son should succeed him and, failing that, that succession sh'd pass to Prince Komwiswa Yoweri and thereafter Prince Nyaika. However, under Article 246 of the Constitution and the Institution of Traditional or Cultural Leaders Act, succession to a traditional throne must also comply with customs, traditions, usage and descent requirements of the community concerned. So, the validity of any claimant—including an alleged son, Prince Komwiswa Yoweri, or any other royal family member—ultimately depends not only on the wording of the will but also on proof of lineage and compliance with the recognized customs and traditions of the Tooro as the King wished in his will. Any dispute sh'd be resolved peacefully, lawfully, and in accordance with both the law and Tooro cultural norms.

Sister to be honest im sure u know what your culture say about qualities of a child to succeed must be from official wife and a mother from a known family in tooro please dont skip this fact. Another issue your grandpa left in his will two sons to be if one ruled let the other also lead. If Oyo left a hire he can be a personal hire not on the throne. Im sure the babito are also tired to be led by the queen mother purporting to raise and guide the king they need a big king with sober and mature mind to make decisions for the kingdom they don't want a hidden queen

At this difficult and deeply concerning time, we humbly ask the people of Tooro, our friends and well-wishers in Uganda and across the world to keep His Majesty in their thoughts and prayers.

We equally appeal to everyone to refrain from speculation, rumours or sharing unverified information regarding His Majesty’s condition. We understand the concern and anxiety that news of this nature will naturally cause, but we ask for calm, restraint and respect for His Majesty and the Royal Family.
