@trevorloy I've done quite a few keyword searches in the original act as well as the various guidance documents I could find and came up short. It's good to know it's defined somewhere. If you happen to come across it again, I'd appreciate a link.

However one thing I haven't seen discussed anywhere is how a "utility" is defined. Is internet access a utility? How about email or AWS?
