The West Bengal Government is paying compensation to the Coromandel Express Accident Victims from the Building and Other Construction Workers’ Welfare Board's (BOCWWB) funds.

In simple words, @MamataOfficial is snatching the funds meant for the welfare of the Building & Other Construction Workers, to act as philanthropist on stage for photo op.

She did the same in Bogtui as well, where she used the Mid Day Meal funds to pay compensation to the victims of the Birbhum massacre, where women & children were burnt alive by her partymen.

The Central Govt enacted the Building and Other Construction Workers’ Welfare Cess Act, 1996 (BOCW Welfare Cess Act, 1996) to provide for levy and collection of a cess on the cost of construction incurred by employers with a view to augment the resources of Building and Other Construction Workers’ Welfare Boards (BOCWWB). The Boards at the State & Union Territory levels would complete Registration of the Building & Other Construction Workers, make provisions for providing them social security and implement welfare schemes relating to life & disability cover, health & maternity cover for such registered workers.

In a written reply to the Rajya Sabha, a few months earlier, in December 2022; the Hon'ble Minister of State; Shri Rameswar Teli Ji; Ministry of Labour & Employment informed the Parliament that, State Building and Other Construction Workers’ Welfare Boards (BOCWWB) across the country collected Rs 87,478.79 crore cess and spent Rs 49,269.20 crore till November 1, 2022.
As much as Rs 38,209.59 crore is lying unutilised with these Boards across the country.

The WB Govt, very conveniently & cunningly has reached out for these funds; (mis)utilising it to provide compensation to the Coromandel Express accident victims.

I would request the State Govt to pay the additional compensation to the victims; which they would be paying alongside the Railways, from The WB State Emergency Relief Fund & The CM’s Relief Fund. Why are they time & again unethically diverting the funds meant for others?

I believe this act of the WB Govt would result in depriving lakhs of Building & Other Construction Workers of WB.

Lastly, the Chief Minister could have waited for some more time before directing her administration to make arrangements for the grief stricken victims' kins to travel from the remote places of Rural Bengal to Kolkata for collecting the compensation amount. It hasn't been a week since the tragedy happened. Many bodies are yet to be identified. Many people are in hospitals receiving treatment for grievous injuries. The WB Govt could have been more considerate before parading the distressed relatives on stage.

If the Chief Minister wanted the compensation to be disbursed at the earliest, she could have sent over her trusted Ministers as emissaries to the houses of the victims, who could have handed over the amount to them directly. This approach would have been a lot more humane.
