Why there are frequent power cuts during rains and even 2-3 hours after rain. This doesn't happen in Delhi/Kolkata/Mumbai. But why UP ( delhi ncr part) is so underdeveloped?

Pathetic for an express train. Nothing can justify such a delay.

~400 rs convenience charge deducted. Since this is cancelled by irctc. They should initiate a full refund. Why should I pay the convenience charge for a cancelled booking?
