How did ticket booked at 10:01 AM show waitlisted and seats were available at 10:02 AM? EXPLAIN

At 10:02 AM, the irctc app showing tickets available in tatkal. However, ticket booked at 10:01 AM came waitlisted. Can someone explain this nonsense? Or is it a scam?

@AstroSharmistha Navratri occurs in every month and is typically celebrated 4 times a year (including 2 gupt navratris). Should we not consider on which vehicle mata arrives during each and especially these 4 navratris, rather than just basing our arguments on the 2 navtratris?

I applied for @reliancejio Fiber connection but after repeated calls for days to customer care @JioCare, no one came for installation. I took another service & now ur staff is calling daily for KYC. My refund request made 6 days ago via email hasn't been processed yet. Why?
