Dear Sirs and Madams,
We address you as American citizens and lawful permanent residents directly affected by the enforcement of the travel ban under Section 212(f), which has unjustly blocked the issuance of immigrant visas in all family-based categories for Cuban applicants.
We are citizens and residents who have followed the legal immigration process with patience and dignity, waiting for years to be reunited with our loved ones. Despite meeting all legal and procedural requirements, our relatives have been denied solely because of their nationality, even at the final stage of the process.
The consequences of this policy are devastating: young children separated from their parents; spouses and elderly parents waiting decades to see their adult children again; and families who have passed all background checks, paid all required fees, and fully complied with U.S. immigration law, only to be refused under a policy that recognizes neither the legal nor humanitarian reality.
We respectfully request your office to:
1. Re-examine the implementation of Section 212(f) in family-based immigrant visa categories for Cuban applicants (F1, F2A, F2B, F3, F4).
2. Grant fair consideration to Cuban families, including waivers when appropriate.
3. Reconsider cases previously denied solely on the basis of this proclamation.
We pose no threat to national security. We are families seeking lawful reunification under the values the United States has historically upheld: justice, fairness, and compassion.
We hope you will take this opportunity to correct a policy that has caused unnecessary suffering to hundreds of families who have placed their trust in the U.S. legal immigration system.
