Final Iran–US Memorandum of Understanding (14 articles)

🔹❶ The Islamic Republic of Iran and the United States, together with their allies in the current war, by signing this memorandum declare an immediate and permanent end to this war on all fronts, including in Lebanon, and commit that henceforth there shall be no war between them and that they will refrain from the threat or use of force against each other. The final agreement will confirm the permanent end of the war and the remaining provisions of this article.

🔹❷ The Islamic Republic of Iran and the United States commit to respecting each other's sovereignty and territorial integrity and to refraining from interference in each other's internal affairs.

🔹❸ The Islamic Republic of Iran and the United States commit to conducting negotiations and reaching a final agreement within a maximum of 60 days, extendable by mutual agreement of the parties.

🔹❹ Immediately upon signing this memorandum, the United States will begin lifting the naval blockade and any harassment or obstruction against the Islamic Republic of Iran, and will restore transit to full capacity within a maximum of 30 days. During this period, ship traffic will be proportionate to the pre-war traffic levels maintained by the Islamic Republic of Iran. The United States also commits to withdraw its forces from Iran's surrounding region within 30 days after the final agreement.

🔹❺ Upon signing this memorandum, the Islamic Republic of Iran will immediately adopt arrangements to reopen the transit of commercial vessels to the Persian Gulf and the Gulf of Oman and vice versa, returning to pre-war levels within 30 days, given the necessity of removing the technical obstacles by Iran.

🔹❻ The United States commits, together with its regional partners, to establish a definitive, mutually agreed program for the reconstruction and economic development of the Islamic Republic of Iran, providing at least $300 billion. The implementation mechanism for this program, as part of the final agreement, will be finalized within 60 days.

🔹❼ The United States commits to terminating all types of sanctions facing the Islamic Republic of Iran — including UN Security Council resolutions and IAEA Board of Governors resolutions, and US sanctions both primary and secondary — on an agreed timetable as part of the final agreement.

🔹❽ The Islamic Republic of Iran reaffirms that it will not produce any nuclear weapon. The Islamic Republic of Iran has agreed that the fate of enrichment, the fate of the enriched-material stockpiles, and all other related nuclear matters will be discussed within the framework of the final agreement. The final agreement will confirm the provisions of this article.

🔹❾ The Islamic Republic of Iran and the United States agree to maintain the status quo until the final agreement: Iran will maintain the current state of its nuclear program, and the United States will not impose new sanctions against Iran nor reinforce its forces in the region.

🔹❿ The United States commits that immediately upon signing this memorandum, and until the termination of sanctions, the Treasury Department will issue waivers for the export of Iranian crude oil, petrochemical products and their derivatives, and all related services including banking transactions, insurance, transport, and so forth.

🔹⓫ The United States commits that immediately upon signing this memorandum it will release the Islamic Republic of Iran's restricted or blocked funds and assets — in line with the progress of negotiations toward the final agreement — and make them fully usable. These funds, whether held in the principal account or directed to any final beneficiary determined by the Central Bank of the Islamic Republic of Iran, will be fully usable. The United States commits to issue all necessary approvals and licenses accordingly.

🔹⓬ The Islamic Republic of Iran and the United States agree to establish an executive mechanism to monitor the successful implementation of, and compliance with, the forthcoming final agreement.

🔹⓭ After signing this memorandum, and after obtaining assurance of the start of implementation of Articles 4, 5, 10, and 11 and the continuation of those measures, the Islamic Republic of Iran and the United States will begin final-agreement negotiations exclusively regarding the remaining articles.

🔹⓮ The final agreement will be confirmed by a binding UN Security Council resolution.
