This shouldn't be a controversial take, but apparently it is. I used care about other countries at one point, but no longer. It's not my country's responsibility to save other countries. I'm an American so I only care about America. Let the citizens of those other countries take responsibility for their own country. No more American resources and lives should be sacrificed for someone elses country. If you want to support another country then donate to a private charity, don't force people to support them.

This might be the reason, however Anthropic and Trump Administration has had a beef before this of the Government not liking that Anthropic was putting restrictions on them when they were using the model. This feels like a way for the government to justify retaliation against Anthropic. That said, the alternative you posted is also a plausible reason as well, or it's could be a combination of both things being true.
