A Call for Unity, Compliance, and Responsibility.
1. My dear brothers and sisters of Maiduguri, as an elder who has witnessed the growth and challenges of our beloved city, I feel compelled to address a matter of great importance. The recent issue of encroachment into the buffer zone of Maiduguri Airport is one that requires our collective attention and action.
2. The buffer zone around the airport is not just a piece of land; it is a critical area designated to ensure the safety and security of all who use the airport. Encroaching this zone is not only illegal but also dangerous, as it jeopardizes the safety of aircraft, passengers, and our community.
3. I understand that the recent demolition of illegal structures within the buffer zone by the Borno State Geographic Information Service (BOGIS) has caused distress to some. However, I must emphasize that this action was necessary and in the best interest of public safety. It serves as a reminder that the law must be respected.
4. To those who have purchased land or built structures without proper verification and approval from BOGIS, I urge you to reflect on your actions. Ignorance of the law is no excuse, and we must all take responsibility for ensuring that our actions align with the regulations that govern our community.
5. At the same time, I called on the Borno State Geographic Information Service (@BornoGis) and Borno State Urban Planning Authority to rise to their responsibilities. It is their duty to ensure that no construction takes place without proper oversight and approval. They must be vigilant and proactive in enforcing the law.
6. The current situation, where numerous constructions are ongoing without permits, is unacceptable. This not only violates the law but also undermines the orderly development of our city. The government must take decisive action to address this issue.
7. However, I also appeal to the government to consider the human aspect of this matter. While the law must be upheld, it is important to show compassion to those who may have been misled or unaware of the regulations. A measured approach, including limited palliative measures, could help ease the burden on affected individuals.
8. To my fellow brothers and sisters, I say this: let us learn from this experience. Before purchasing land or embarking on any construction, we must ensure that we have followed due process and obtained the necessary approvals. This is not just a legal obligation but a moral one, as it contributes to the safety and development of our community.
9. I urge the government to strengthen its public awareness campaigns to ensure that everyone understands the importance of adhering to urban planning regulations. Education and communication are key to preventing future violations.
10. To the youth and future leaders of Maiduguri, I say this: let this be a lesson in the importance of respecting the law and prioritizing the common good. Our actions today will shape the future of our city, and we must act with wisdom and responsibility.
11. I also urge the government to review its processes to make it easier for citizens to obtain the necessary permits and approvals. Simplifying these procedures will encourage compliance and reduce the temptation to bypass the law, such as establishing office outposts in outsketch of town.
12. Let us not forget that Maiduguri is our home, and its development and safety are our shared responsibility. We must all play our part in ensuring that our city grows in an orderly and sustainable manner.
13. In conclusion, I appeal to both the government and the people of Maiduguri to act with wisdom, compassion, and a sense of duty. Let us uphold the law, protect our community, and work together for the betterment of our beloved city.
15. May Allah guide us all in our efforts to build a safer, more prosperous Maiduguri. Together, we can overcome these challenges and create a brighter future for generations to come

Boko Haram: Zulum donates N300m to slain soldiers' families
@Borno State Governor Babagana Umara @ProfZulum has announced the donation of N300 million to support the families of soldiers who lost their lives in the ongoing battle against Boko Haram insurgents.
Zulum announced this on Wednesday while speaking to journalists after attending the 2025 MNJT Operation Desert Sanity 2 Medal Parade held in Njemena, Chad Republic.
He said the donation would be disbursed through the “Tribute to Our Troops Charity Foundation,” which aims to honour the fallen heroes, celebrate serving men and women who fight endlessly to keep Nigeria's territorial integrity intact and reach out to the families they left behind.
“The Chief of Defence Staff has set up a foundation that will look into the welfare of the families of the deceased soldiers and those who were wounded in action,” the governor stated.
He added: “There is nothing we can do better than this; they sacrificed their lives to pay the supreme price. We shall continue to support them. I am happy that this kind of foundation has been set up. If there is any one state in Nigeria that should key in to support this foundation, it is Borno.”
The governor reiterated that despite the ongoing challenges, the insurgency in the North East had drastically reduced.
He urged the military to intensify efforts towards eliminating the remnants of the Boko Haram elements across the Lake Chad region.
The MNJTF medal parade, first hosted in 2017, honours troops who made supreme sacrifices and appreciates the commitment of soldiers and commanders fighting Boko Haram insurgents in countries around the Lake Chad Basin.
Zulum expressed gratitude to President Bola Ahmed Tinubu for his commitment to fighting insecurity in the North East and other parts of the country.
“Let me commend the President, who is the Commander-in-Chief of the Armed Forces, for the leadership he has provided, motivating the troops and giving the direction needed to provide lasting peace in Nigeria,” the governor said. @MNJTFOfficial
Zulum inaugurates 3 boards, ordered overhaul in the health sector
Borno State Governor Babagana Umara Zulum has inaugurated three (3) boards in the health sector while also directing a comprehensive overhaul of the state’s health care service delivery.
The event was held on Thursday at the Council Chamber of the Government House in Maiduguri.
The newly inaugurated boards include the Borno State Hospital Management Board, the Borno State Primary Healthcare Development Board, and the Kashim Ibrahim University Teaching Hospital Management Board. The boards are tasked with overseeing initiatives designed to enhance healthcare delivery.
Zulum outlined his vision for the health sector, directing reforms to address issues such as inadequate facilities, insufficient staffing, and a lack of essential medical supplies in some health facilities.
“We are currently witnessing pressure on our secondary health facilities because the primary healthcare is weak. I want you to take all hospitals on a case basis and enumerate all problems in terms of staffing, equipment, and medical supplies so that we can address the issues affecting our health facilities holistically,” Zulum said.
Meanwhile, Governor Zulum also inaugurated the Borno State Local Government Service Commission Board, which comprises the Chairman and four permanent commissioners.
In their separate remarks, the Chairman of the Kashim Ibrahim Teaching Hospital Management Board, Professor Ahmed Ahidjo and that of the Local Government Service Commission, Alhaji Modu Alhaji Musa, expressed gratitude to the Governor for the opportunity and also pledged to justify the confidence reposed on them.

BOGIS: Zulum commends ES Bababe for transforming land administration
@BornoGovt State Governor, Babagana Umara @ProfZulum, has commended the Executive Secretary, Borno State Geographic Information Service (BOGIS), Engineer Adam Bukar Bababe for his effort in redefining land administration in Borno State.
Borno State Geographic Information Service (BOGIS), established in 2019, is responsible for the administration and management of land matters in the state including issues relating to land title, registration and searches.
Zulum made the commendation on Thursday after commissioning projects executed by Borno Geographic Information Service which includes a 180-seater capacity auditorium and a modern studio.
“I believe the Executive Secretary is doing well and I commend him for that. I understand the project we have commissioned is the fruit of a well-articulated design of the management of the agency which was executed with meagre funds available in the agency as the cost of collection or administration charges.”
“All the projects you can see here including those that were not part of the ones we commissioned are done with the little amount released to the agency as their collection fee which is only 5%. I have not at any time released money to execute any project for the agency. Once again, for his prudence, I want to commend the Executive Secretary.”
The governor was accompanied by the secretary to the Borno State Government, Alhaji Bukar Tijani, the head of service, Barrister Mallam Fannami, commissioners and other top officials. @EngrBababe
Zulum pledges support for Leather and Hides Industry to boost Borno economy
@BornoGovt State Governor, Professor Babagana Umara @ProfZulum, has reiterated his administration's commitment to revitalizing the leather and hides industry in the state to drive economic growth.
Zulum made the commitment on Thursday during a courtesy visit by the Director General of the Nigerian Institute of Leather Science and Technology (NILEST), Dr. Auwal Mustapha Imam, at the Government House, Maiduguri.
Governor Zulum emphasized the sector’s critical role in not only advancing Borno State’s economy but also contributing to the nation's economic development.
He highlighted the state's efforts to revive the Neitel Shoes Company which had been dormant for over two decades, noting that with continued political will, significant transformation in the leather industry is achievable.
He hailed the upgrade of the Maiduguri Extension Centre of NILEST to a Regional Centre, a move that will enhance coordination of leather-related activities across six states in the region.
He expressed strong support for the sector stating, "We will give you the desired support to promote the sector. With the degree of seriousness, we can achieve success. However, where there is corruption, progress will be difficult. Let me assure you that the government of Borno State will work with you and your team for the growth and development of the leather industry."
Governor Zulum further directed the Commissioner for Commerce and Industry, Mr. Tarpaya Asarya, to collaborate with NILEST to create job opportunities for unemployed youths, promote capacity building, and facilitate other benefits linked to the sector's growth.
The governor also ordered the immediate dispatch of 60 Borno State indigenes to NILEST in Zaria for training in leather technology, footwear design, and innovation.
"As the Chairman of the Presidential Committee on Leather Policy, we aim to thoroughly study the policy document to explore more opportunities for growth and partnerships," Governor Zulum added.
In response to recent flood damage, the governor also instructed the reconstruction of the Centre’s damaged perimeter fence and the allocation of two housing units for staff members of the institute.
Director General and CEO of NILEST, Dr. Auwal Mustapha Imam, announced that the Maiduguri Extension Centre has officially been upgraded to the Northeast Regional Centre, with Borno State indigene, Dr. Usman Ali Busuguma, appointed as the new Northeast Regional Manager.
He expressed his appreciation to the governor for his keen interest in ensuring productivity in leather and leather products. @NILEST

Former Chairman of the Independent National Electoral Commission (INEC) and Co-Chair of the Presidential Livestock Reforms Committee, Professor Attahiru Jega, has commended Borno State Governor, Babagana Umara Zulum, for establishing a cattle ranch that is the first of its kind in Nigeria.
Professor Jega made the commendation on Saturday in Mafa LGA at the commissioning of Ngarannam Livestock Improvement and Ranch Settlement constructed by Zulum’s administration, with the support of the federal government.
“I must say that I witnessed something I had never seen in our country today. We have seen today the vision of a leader, the passion and commitment to what clearly will help drive economic growth, uplift the lives and livelihood of people and provide employment to our citizens,” Prof Jega said.
“It is highly commendable and encouraging that @BornoGovt State has shown leadership and commitment to livestock development based on what we have seen at today’s event,” Jega added.
He also said, “It is gratifying that the state is ahead with the launching of the Annual Animal Vaccination Scheme and distribution of livestock for livelihood restoration and economic empowerment of the citizens. It is commendable that the state has both the Ministry of Livestock and Fisheries Development and Borno State Livestock Management Agency (BOLMA).”
Delivering his address, Governor Zulum noted that Ngarannam Livestock Improvement and Ranch Settlement is a 4-square km project built for 461 nomadic families from eighteen communities affected by Boko Haram insurgency.
He said, “In addition to a house, each of the 461 families received pairs of bulls and heifers, goats, and a humanitarian relief package consisting of essential food and non-food items.”
“The project has facilities that include a housing estate with road networks, schools, health clinics, veterinary services, and state-of-the-art dairy and beef upgrading centres.”
“Other facilities are pasture development centres, milk collection centres, earth dams to secure water supply, markets to foster local trade, and security outposts to ensure a safe and secure environment for all.”

Meanwhile, the minister of Livestock Development, Idi Mukhtar Maiha, has branded Borno State Governor, Babagana Umara Zulum, with the ministry’s logo appreciating his commitment to livestock development.
The ministers said, “I am delighted to join you at this occasion of the commissioning of Ngarannam Livestock Improvement Ranch Settlement built by Borno State Government. I wholeheartedly congratulate and commend His Excellency, the Executive Governor of Borno State, on this laudable project which will immensely benefit the good people of Borno State and Nigeria in general, with attendant implications for addressing the food security challenges in our nation.”
Earlier in his welcome address, the Deputy Governor of Borno and the overseeing Commissioner for the Ministry of Livestock and Fisheries Development, Dr Umar Usman Kadafur, stated that Ngarannam Livestock Improvement and Ranch Settlement is one of the three established by the Zulum administration, one in each senatorial district of the state.
According to him, while that of Ngarannam is commissioned, the other two are also at 90% completion stage. He said, “It is with immense gratitude and pride that I stand before you today to welcome you all as we commission Ngarannam RUGA as first in the list of the three livestock ranching centres (RUGA) located on Grazing Reserve across the three senatorial districts of Borno State.”
He added, “These centres symbolise our commitment to sustainable development, peaceful coexistence, and economic empowerment for our people. The remaining two RUGA centres will be commissioned in due course as the works have reached over 90 per cent completion.”

*Dumba attack: Gov Zulum condemns the act of terrorism, commiserates with the victims*
... Calls on the Armed Forces to track and neutralize the criminals
On Sunday 12 January 2025, armed militia suspected to be Boko Haram/ISWAP terrrosits attacked some farmers and fishermen at Dumba community, near Baga in Kukawa LGA.
Investigation has commenced on the circumstances behind this attack. Initial report indicates about 40 farmers have been killed while the whereabouts of many who escaped the attack are being traced for reunion with their families.
The Borno State Governor, Prof Babagana Umara Zulum, condemns this attack in strong terms, and calls on the officers and men of Operation Hadin Kai to track and obliterate the insurgent elements that are operating at Dumba and other similar enclaves in the Lake Chad Area. Gov Zulum also commiserates with the victims and their families, while assuring that those still missing will be found and reunited with the families.
"With deep sorrow and anguish, I received the sad news of the attack on Dumba where scores of our farmers and fishermen were killed by the terrorists. On behalf of the government, I sympathise with the victims' families. Let me assure the citizens of Borno that this matter will be thoroughly investigated for further necessary action. Let me use this opportunity to call on the armed forces to track and deal decisively with the perpetrators of this heinous act of violence against our innocent citizens", echoed Gov Zulum.
It was observed that the farmers strayed off the security corridor established by the security agencies, and went into an enclave that is yet to be cleared. Such enclaves are usually prone to nocturnal attacks by marauding terrorists, as well as being contaminated with landmines. Gov Zulum called on citizens not to venture beyond the safety zones that are demarcated by the government and security agencies.
Gov Zulum highlighted that "the Government has clearly demarcated the land for safe farming and economic activities, allowing the military to focus on clearing the unsafe areas where security clearance and combat operations could be conducted. It is important for our citizens not to go into areas where there may be exchange of fires, or where the terrorists may be lurking and trespassing" noted Gov Zulum.
The Borno Government also commends the armed forces for its consistent effort in ensuring that vast tracks of land are cleared for human resettlement and agriculture, consistent with Gov Zulum's sustainable solutions to managing internal displacement in Borno State.
The Borno Governments calls on farmers, fishermen and local communities to operate within the "safe corridors" demarcated by the armed forces. The safe corridors consist of vast tracks of land which were cleared and decontaminated of explosives where settlement, fishing and farming could be safely carried out under the dutiful watch of our gallant security forces. It is dangerous to stray away from the demarcated safe corridors in order to enable the security forces to concentrate in safeguarding lives, while continuing to engage the terrorists without fear of the citizens being used as human shields by the terrorists. The Government also calls on citizens to report any sighting of strange movements within or near their settlements and farmlands for speedy action.
