The Government has confirmed, in response to my question, that ISRO provides near-real-time flood monitoring for the Brahmaputra basin, with flood data reaching ASDMA within 5–6 hours.
Yet, the District Commissioner of Sivasagar has stated that the district had barely three hours to respond to the flash floods of 19 July, with no prior warning issued. The Government must explain why available flood monitoring data did not result in timely alerts and preparedness on the ground.

My visit to Dhontula in the Mariani constituency laid bare the scale of devastation caused by the floods. The breached embankment has submerged large parts of the area, leaving many families without homes, possessions, or a secure source of livelihood.
I inspected the ongoing restoration work at the breached embankment and distributed relief materials to affected families. Their situation reinforces the urgent need for a faster and more comprehensive relief and rehabilitation effort.

In response to my Lok Sabha Question, the Union Government confirmed that the State Government’s ₹526 crore proposal, approved in February 2025, was examined by the National Disaster Management Authority (NDMA) and returned to the State Government for revision. There is still no public clarity on whether it has been revised and resubmitted, or when assistance will be sanctioned.
For thousands of flood and erosion-affected families, delays come with a real opportunity cost. Every month of uncertainty means critical resources meant for long-term recovery remain out of reach, even as communities continue to rebuild on their own.

Deeply distressed by the devastating floods in Assam, which have claimed at least 68 precious lives and caused immense suffering and destruction across the State. Almost 10 lakh people across 25 districts were affected.
My heartfelt condolences go to the families who have lost their loved ones. My thoughts are with all those who have lost their homes, livelihoods, crops and livestock.
The Union and State Governments must mobilise every available resource for rescue, relief and rehabilitation. Substantial assistance from the PM-CARES Fund must be released immediately for the flood-affected families. Adequate compensation must be provided for every life, home and livelihood lost.
In its 2016 Assam Vision Document, the BJP promised a permanent solution to the State’s recurring floods. During the 2021 Assembly election campaign, the Union Home Minister again promised to make Assam “flood-free” within five years.
Ten years of BJP rule have now passed. What happened to those solemn promises? Why has Assam’s so-called “double-engine government” failed to build a comprehensive flood-control, erosion-management and rehabilitation system?
Assam needs a permanent, scientifically designed strategy encompassing modern early-warning systems, stronger and regularly maintained embankments, wetland restoration, accountable river-basin management, climate-resilient infrastructure and dignified rehabilitation for displaced families.
I appeal to all Congress leaders, workers and volunteers to provide every possible assistance to the affected people and support the ongoing relief and rehabilitation efforts in this grave hour of need.
