1)Those countries have their own fuel(check top20fuel producing in Africa, u go see am. They smuggle from Nigeria contraband fuel because they were taking advantage of fuel subsidy.

The difference is that they don't have subsidy and are use to normal prices(600/ltr) so the reality shock is on Nigerians instead.
