Baltimore is actually a great example of reducing violent crime without relying primarily on more aggressive policing with bloated budgets while investing heavily in interventions that treat violence as a public-health and social problem - attacking the root causes of crime (abuse, poverty, trauma, etc).

Safe Streets, for example, is a community-based violence intervention program that uses people trusted in their communities as messengers to mediate conflicts, mentor people at high risk of gun violence and connect them with services for housing, therapy etc. It helped lead to a 42% reduction in homicides among 15–24-year olds. It’s not perfect but it’s a program that operates outside the system of police.
