A detailed report by the “Amicus Curiae” appointed by the Supreme Court of Pakistan on the health and prison conditions of arbitrarily detained former Prime Minister of Pakistan Imran Khan reveals disturbing details of serious human rights violations, inhumane treatment, psychological torture, and deliberate medical neglect, which has resulted in 85% vision loss in his right eye. Our lawyers waited all day on Thursday the 12th and all day Friday the 13th, for written court orders from Supreme Court.

The order should have been for Imran Khan to be shifted to Shifa International Hospital. Emergency Orders for his immediate examination and treatment by specialist doctors under supervision of his personal doctors.

Unfortunately the Chief Justice departed on an urgent tour in Punjab. That is the information given to our lawyers as they waited at the Supreme Court. The urgent and pressing matter for our CJP (taking precedence over the extreme urgency to save Imran Khan’s eye sight in his right eye) we are told is to watch the jeep rally in Cholistan. Ofcourse this could be totally fabricated information!

The CJP will be back in office on the 16th Feb. The same date he set as deadline for Imran Khan to be seen by specialists for treatment. Without a court order for the Govt, Imran Khan is certainly not going to receive any emergency medical care. The court order has to wait until the CJP returns to office on Monday from the cholistan jeep rally!

Since CJP didn't give a court order for Imran Khan’s treatment, people will have to support us to ensure there is enough pressure on the Govt, so they will allow him to be treated at Shifa International Hospital.

Subject: Urgent Appeal Regarding Systematic Human Rights Violations Against Former Prime Minister Imran Khan

Pakistan Tehreek-e-Insaf (PTI) writes to express its gravest concern and to urgently draw your attention to the ongoing, systematic, and escalating violations of fundamental human rights, constitutional guarantees, and due process being perpetrated against PTI Founder and former Prime Minister of Pakistan, Imran Khan.

Most alarmingly, Imran Khan was secretly transferred from Adiala Jail to PIMS Hospital without any prior information to his family members, legal counsel, or party leadership. Jail authorities, the Punjab Government, and the Federal Government deliberately concealed this transfer and subsequently refused meetings with his family, lawyers, and personal physicians, raising serious concerns about his safety, health, and well-being.

The Federal Minister for Information has publicly claimed that Imran Khan himself requested medical treatment. If this claim is truthful, PTI demands that Mr Imran Khan’s immediate family (sons and sisters) and personal doctors be given access to Mr Imran Khan forthwith. The deliberate secrecy surrounding a detainee’s medical condition and location constitutes bad faith, malice, and a clear violation of international custodial standards, including the UN Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules).

This incident is not isolated. Imran Khan has been subjected to prolonged solitary confinement, denial of regular meetings with his family and lawyers, and restrictions that amount to psychological and physical coercion. His legal appeals against what PTI maintains are politically motivated and legally flawed convictions have deliberately not been fixed for hearing in the Islamabad High Court, effectively denying him the right to due process and access to justice.

Despite clear court orders permitting meetings and medical access, jail authorities continue to act with impunity, in open defiance of the judiciary. These actions represent a grave constitutional breakdown, undermine the rule of law, and place Pakistan in violation of its international human rights obligations.

The treatment being meted out to a former elected Prime Minister and the country’s most popular political leader constitutes:

--Arbitrary detention

--Denial of due process

--Inhuman and degrading treatment

--Political persecution through misuse of state institutions

Pakistan Tehreek-e-Insaf warns that continued denial of lawful access to Imran Khan’s family, lawyers, party leadership, and personal doctors will have serious consequences. Full responsibility for any deterioration in his health or any resulting public unrest will lie squarely with the Federal Government, Punjab Government, and Adiala Jail authorities.

Public patience is being severely tested. The continuation of these unconstitutional, illegal, and inhumane actions risks pushing the country toward a dangerous and volatile crisis.

We urgently request global human rights institutions to:

--Take immediate cognizance of Imran Khan’s situation

--Demand unrestricted access for his family, lawyers, and personal physicians

--Call for an end to solitary confinement and custodial abuse

--Urge Pakistani authorities to ensure fair, transparent, and timely judicial proceedings

Pakistan Tehreek-e-Insaf remains committed, under all circumstances, to protecting the constitutional and fundamental human rights of its Founder Chairman, Imran Khan.

We urge the international community not to remain silent in the face of these grave violations.

حکومتِ پاکستان کے "بورڈ آف پیس" میں شمولیت کے فیصلے پر پاکستان تحریک انصاف کا پالیسی بیان:

پاکستان تحریک انصاف، حکومتِ پاکستان کے "بورڈ آف پیس" میں شامل ہونے کے فیصلے کو تسلیم نہیں کرتی۔ پی ٹی آئی اس امر پر زور دیتی ہے کہ اس نوعیت کے بین الاقوامی اہمیت کے حامل فیصلے ہمیشہ مکمل شفافیت اور تمام بڑی سیاسی جماعتوں سے جامع مشاورت کے ساتھ کیے جانے چاہئیں۔ پاکستان کی سب سے بڑی سیاسی جماعت ہے اور ہم موجودہ پارلیمان کو جائز تصور نہیں کرتے کیونکہ 2024 کے انتخابات کے نتائج میں دھاندلی کے ذریعے پاکستان اور اس کے عوام پر ایک جعلی حکومت مسلط کی گئی ہے۔ وہ جماعت جسے اقتدار میں لایا گیا ہے درحقیقت صرف 17 نشستیں جیت سکی تھی۔ اس کے باوجود، اگر اس پارلیمان کو جس کے بل بوتے پہ حکومت کی بنیاد کھڑی کی گئی ہے، کو کم از کم ایسے اہم فیصلے کرنے سے قبل دستیاب پارلیمانی فورمز پر کھلے مباحثے کے ذریعے اسے زیرِ غور لانا چاہئے تھا۔

کسی بھی بین الاقوامی امن اقدام میں پاکستان کی شرکت کو اقوامِ متحدہ کے کثیرالجہتی نظام کی تکمیل اور تقویت کا ذریعہ ہونا چاہیے، نہ کہ ایسے متوازی ڈھانچوں کی تشکیل کا جو عالمی نظام کو کمزور یا پیچیدہ بنائیں۔ سابق وزیرِ اعظم عمران خان کی قیادت میں، پاکستان تحریک انصاف ہمیشہ اس اصول پر قائم رہی ہے کہ پاکستان کی خارجہ پالیسی قومی خودمختاری کے تحفظ، آئینی اقدار کی پاسداری اور وسیع قومی و عوامی اتفاقِ رائے کی عکاسی پر مبنی ہونی چاہیے۔

پاکستان تحریک انصاف، پاکستان کی سب سے بڑی سیاسی جماعت کی حیثیت سے، اور ہر پاکستانی شہری بطور انسان، فلسطینی عوام کے ساتھ مکمل یکجہتی کا اظہار کرتا ہے اور فلسطینی عوام کی مرضی کے خلاف کسی بھی منصوبے کو قبول نہیں کرے گا۔ ہم ان مظالم اور جبر پر شدید رنج و غم اور تشویش کا اظہار کرتے ہیں جن کا فلسطینی عوام مسلسل سامنا کر رہے ہیں، اور اس بات کے خواہاں ہیں کہ فلسطینی عوام آزادی حاصل کریں اور اپنے جائز حقوق حاصل کر سکیں۔ پاکستان تحریک انصاف فلسطینی عوام کے خلاف جاری ظلم کے خاتمے کے لیے ایک منصفانہ، جامع اور پائیدار حل کی حمایت کرتی ہے، جس میں القدس الشریف کو دارالحکومت بنانے کے ساتھ ایک آزاد فلسطینی ریاست کا قیام شامل ہو۔ یہ اصولی مؤقف، جو سابق وزیرِ اعظم عمران خان نے مسلسل پیش کیا جو کہ انصاف، بین الاقوامی قانون اور فلسطینی عوام کے حقوق کے لیے پاکستان کے غیر متزلزل عزم کی عکاسی کرتا ہے۔

پاکستان تحریک انصاف حکومتِ پاکستان سے مطالبہ کرتی ہے کہ وہ "بورڈ آف پیس" میں کسی بھی باضابطہ شرکت کو اس وقت تک واپس لے جب تک ایک مکمل مشاورتی عمل نہ کیا جائے۔ اس عمل میں درج ذیل امور شامل ہونا چاہئیں:

1- پارلیمانی نظام کے تحت مکمل جانچ پڑتال اور بحث و مباحثہ۔

2- تمام بڑی سیاسی قیادت سے جامع مشاورت، بالخصوص سابق وزیرِ اعظم عمران خان سے۔

3- اس معاملے پر عوامی اعتماد کے لیے ایک "ریفرنڈم" کے ذریعے قوم سے رائے لینا۔

پاکستان تحریک انصاف اس امر کا اعادہ کرتی ہے کہ پاکستان کو ایک ذمہ دار، اصول پسند اور امن دوست ریاست کے طور پر اپنا کردار ادا کرتے رہنا چاہیے، جس کی عالمی سطح پر مصروفیات وقار اور قانونی حیثیت کی حامل ہوں، اقوامِ متحدہ کے منشور سے ہم آہنگ ہوں اور قومی اتفاقِ رائے کی بنیاد پر استوار ہوں۔

اس وقت پاکستان صرف ”عاصم لأ“ پر چل رہا ہے۔ یہاں صرف لکھے لکھائے فیصلے پڑھ کر سنائے جا رہے ہیں۔ پچھلے تین سال کے بےبنیاد فیصلوں اور سزاؤں کی طرح توشہ خانہ 2 کا فیصلہ بھی میرے لیے کوئی نئی بات نہیں۔ یہ فیصلہ بھی جج نے بغیر کسی ثبوت اور قانونی تقاضے پورے کیے بغیر ہی جلدبازی میں سنا دیا- ہمیں یا ہمارے وکلأ تک کو نہیں سنا گیا-

مجھے اور میری اہلیہ کو مسلسل قید تنہائی میں رکھ کر ذہنی اذیت کا نشانہ بنایا جا رہا ہے۔ ہماری کتابوں، ٹی وی اور ملاقات سب پر پابندی ہے۔ جیل میں ہر قیدی ٹی وی دیکھ سکتا ہے لیکن مجھ پر اور بشریٰ بی بی پر ٹی وی دیکھنے تک کی بھی پابندی لگا دی گئی ہے۔ میرے خاندان کی جانب سے جو کتابیں بھیجی جاتی ہیں وہ جیل حکام کی طرف سے روک لی جاتی ہیں۔ ہمیں کئی کئی ہفتے مسلسل قید تنہائی میں رکھا جاتا ہے، یہ غیر انسانی سلوک ہے لیکن یہ سب ظلم و بربریت مجھے میرے عزم سے پیچھے نہیں ہٹا سکتا۔

ہماری روایات نہیں کہ عورتوں اور بچوں پر ظلم کیا جائے۔ ہمارے دین میں تو دوران جنگ بھی خواتین کو بخش دیا جاتا ہے مگر یہاں محض سیاسی اختلاف پر خواتین پر ظلم ڈھائے جا رہے ہیں۔ میری بہنوں اور دیگر خواتین کے ساتھ اڈیالہ جیل کے باہر جو بدسلوکی اور ظلم ہو رہا ہے اس پر مجھے شدید دکھ اور افسوس ہے۔ یہ جو سلوک بشرٰی بی بی، ڈاکٹر یاسمین، ماہرنگ بلوچ اور دیگر خواتین کے ساتھ کیا جا رہا ہے، وہ اسلامی روایات اور اخلاقیات کے برعکس ہے۔ میری اہلیہ بشریٰ بی بی کو صرف مجھ سے بغض میں قید تنہائی میں ڈالا ہوا ہے حالانکہ ان کا تو سیاست سے کوئی تعلق بھی نہیں تھا۔ وہ ایک گھریلو خاتون ہیں۔

فوج میری ہے اور پاکستان قوم کی ہے- جب میں عاصم منیر پر تنقید کرتا ہوں تو وہ ایک شخص پر تنقید ہے، جیسے ماضی کے ڈکٹیٹرز پر بھی ہوتی آئی ہے۔ عاصم منیر نہ تو کسی عوامی ریفرنڈم کے تحت ملک پر بیٹھا ہے، نہ عوامی ووٹ کے ذریعے آیا ہے۔ جیل میں میرے ساتھ جو کچھ بھی ہو رہا ہے، ایک کرنل کے کہنے پر ہو رہا ہے جو عاصم منیر کے احکامات مانتا ہے۔

پاکستان میں قانون کی بالادستی کا جنازہ اٹھ چکا ہے۔ 2007 میں جیسے پی سی او ججز نے ڈکٹیٹر کا ساتھ دے کر عدلیہ کا تقدس پامال کیا ان کی کوئی عزت نہیں، اور جنھوں نے ڈکٹیٹر کے خلاف مزاحمت کی وہ قوم کے ہیرو تھے۔ ایسے ہی آج کل جو ججز اس نظام کے خلاف مزاحمت کر رہے ہیں وہ ہمارے ہیروز ہیں۔ جو جج کٹھ پتلی بن کر ان کے اشاروں پر ناچ رہے ہیں وہ بے ضمیر ہیں اور مشرف دور کے پی سی او ججز کے ہی برابر ہیں۔

قانون کی بالادستی اور آئین کی بحالی کی جدوجہد کے لیے انصاف لائرز فارم اور وکلأ کا فرنٹ فٹ پر آنا ناگزیر ہے۔ انصاف کا نظام ہی عوام کو تحفظ دے سکتا ہے۔ اس کے علاوہ نہ کوئی معاشی ترقی ممکن ہے نہ ہی اخلاقی۔

مجھے سلمان صفدر اور ان کی ٹیم پر اعتماد ہے اور میں نے انہیں ہدایت کی ہے کہ بوگس فیصلوں کے
خلاف اسلام آباد ہائی کورٹ میں اپیل کریں۔

سہیل آفریدی کو پیغام دیتا ہوں کہ سٹریٹ موومنٹ کی تیاری پکڑیں۔ پوری قوم کو اپنے حقوق کے لیے اٹھنا ہو گا-
