해당 개정안에 따르면 대법관은 기존 14명에 1년 유예를 두고 향후 3년간 매년 4명씩 늘려 26명이 된다. 이 법안이 통과되면 이재명 대통령이 임명할 수 있는 대법관 수는 20명이 넘을 것으로 전망된다. 개정안으로 늘어나는 대법관 12명을 비롯해, 이 대통령 임기 전 퇴임하는 조희대 대법원장 등 10명의 대법관을 더하면 총 22명이다.
An Appeal to the International Community and Leaders Who Cherish Human Freedom
Distinguished members of the international community and defenders of human rights,
Today, the Republic of Korea faces an alarming regression in democracy and a concurrent erosion of fundamental human rights. This crisis transcends the fate of any single individual or administration; it is a warning sign that the very foundations of liberal democracy are in jeopardy.
Former President Yoon Suk-yeol and his spouse are currently subjected to politically motivated detention and degrading treatment. During his presidency, Yoon defended constitutional order and liberal democratic values. Yet today, he has become a victim of political retaliation wielded through state power.
Korean society is now engulfed in turmoil, shaken by widespread distrust in electoral integrity and the legitimacy of those in power. Rather than addressing these concerns, the authorities—whose own democratic legitimacy is questioned—are resorting to the suppression of dissent, accelerating the collapse of human rights protections.
Most shockingly, Korea now witnesses an unprecedented event: the simultaneous imprisonment of a former president and his wife. This symbolizes how far Korean democracy has been driven into an extreme and dangerous state.
Former President Yoon is confined to a solitary cell less than two square meters in size. Despite suffering from diabetes and enduring sweltering heat exceeding 36°C, he has been denied adequate medical care. Even during hospital visits, he has been forced to wear handcuffs and electronic shackles—an unnecessary humiliation amounting to cruel and degrading treatment.
First Lady Kim Keon-hee, meanwhile, has grown emaciated from an inability to eat properly. She is suffering from severe depression and malnutrition, deprived of both medical and psychological assistance. Her health and very life are at risk.
The imposition of handcuffs and electronic shackles on President Yoon during treatment constitutes cruel, inhuman, and degrading treatment in violation of Article 5 of the Universal Declaration of Human Rights and Article 7 of the International Covenant on Civil and Political Rights (ICCPR).
Mrs. Kim has been detained and investigated without the assurance of a fair trial, in breach of Article 14 of the ICCPR, which upholds the presumption of innocence.
The simultaneous solitary confinement of both a former head of state and his spouse represents an egregious abuse of power that is incompatible with international human rights standards.
Tens of thousands of citizens, online and offline, are rising in defense of liberty and the rule of law. Their struggle transcends partisan lines; it is a nationwide resistance for the survival of freedom and democracy.
Accordingly, we make this urgent appeal to the international community:
Demand the protection of the human rights of former President Yoon Suk-yeol and Mrs. Kim Keon-hee, and insist on fair judicial proceedings.
Request that UN Special Rapporteurs and international NGOs urgently investigate and monitor the situation in Korea.
Call upon the Government of the Republic of Korea to honor its international obligations and reaffirm its commitment to democratic values.
This appeal does not represent the interests of any political faction. It is a plea to defend the universal values of freedom, human rights, and democracy. In the face of illegitimate power trampling on human dignity, silence amounts to complicity in the weakening of democracy.
We earnestly ask for the solidarity and decisive action of the international community, so that Korea may return to the path of democracy and human rights.
