It changes because you look at the entire conversation . Who was there, where they were, what was said. The words used and the context. Then you can also look at what Peter himself said and what Paul said later in the New Testament and conclude that the “rock” which the church was built upon was the statement that Jesus is the Son of God. Thats my opinion and the opinion of many of scholars and interrupters of the Bible .

thats incorrect.. Matthew 16:16 Simon Peter answered, “You are the Messiah, the Son of the living God 17 and Jesus answered him, “Blessed are you, Simon Bar-Jonah! For flesh and blood has not revealed this to you, but my Father who is in heaven. 18And I tell you, you are Peter, and on this rock I will build my church, and the gates of hell shall not prevail against it.
What Jesus is saying is that the rock the church will be built upon is Jesus Christ himself , not Peter
